It isn't even a legendary so you can run two. It deals only slightly less damage (for the most part) - in Hand Mage, you will usually have a fairly full hand.
honestly I feel like the best solution to the bomb warrior thing is to make a card that removes the bombs from your deck.
Like, off the top of my head. Bomb sniffer: 1/1 beast for 3 mana epic. Battlecry, remove all bombs from your deck.
I mean its not too powerful, its stats are terrible so it likely wont see play outside of Highlander decks, but it will be a valuable tech card against Bomb warrior. And will give Highlander decks a fighting chance.

I don't want to sound like a douche, but you're wrong. Having a big hand as mage is so much easier than having a highlander deck, that also means more consistency since you can run as many copies you'd like. Besides, 3/3 and 4/6 is both poor stats for 6 mana, so the tempo loss is minor. Also, you will always get the full value of Meterologist while Reno relies on how much health your opponent has on board.

You are vastly overrating the power of the new Reno compared to what is essentially an auto include in Hand Mage, like you sacrifice nothing putting Meteorologist in your deck and it fulfils the same purpose. To get a (not that much) stronger effect, you have to go through so many hoops that people will see quickly it isn't worth it. It won't stand a chance against fast decks, so it will be gone from play fairly soon, and everyone will be complaining Highlander was a waste. Power level is irrelevant if you can't apply it in the situation you need it, that's the WHOLE crux of Highlander decks.
