The problem is that being good is NOT good enough. There is currently no Priest archetype that this fits into. Priest doesn't have the tools to play a tempo game the way other classes do. It's Hero Power can only effect the board when it is ahead, and it's lack of early game minions pretty much guarantees that won't be the case very often. Cleric is a good card, but is not always played on turn one, even when it is in the opening hand (depends on the matchup). Wild Pyro is saved for combo clears. There is no such thing as a midrange Priest.
The card has bad synergy with Mass Resurrection, so it can't go into a Wall Priest deck. The 3/1 is useless to both Combo Priest and Nomi Priest. And Silence Priest won't do well reviving well stated minions that have to be silenced again so that they can attack.
In short, it could be a very good card - if it went into some other class that could utilize it.

Belcher was a very good card, probably one the best taunts there was ever in the game. You didn't have to do anything special to utilize it. It didn't come with a "setup" to it. It was consistently good. You just played it.
Priest can't sit there twiddling its thumbs waiting to play an Applebaum on turn 5 in order to "womble combo" with this card on turn 6. The board clears come too late. The life gain is too limited. And the class has a dearth of cards that are consistently good.
Also, Applebaum isn't even a good card by itself. It's no Belcher. When you are putting suspect cards into a deck to justify playing some other card, you are descending down the wrong path.

Because silence effects dilute your ability to actually deal damage to your opponent. If you spend the turn silencing something, you've spent it not doing much, giving your opponent a chance to mass hysteria or use another board clear or play another big taunt to get back into the game.

Opponent has minions on board and has been putting pressure on you whole game. Priest plays Applebaum on turn 5, they kill it, and play more minions. Priest now revives the Applebaum. It gets Silenced/Hexed/Polymorphed/Sapped/whatever. The opponent goes face with his bloodlusted/magnetized/giants/whatever minions. The Priest is dead. There is no mass hysteria or any other board clear.
If I wanted to play Priest, I don't want to play Applebaum. It's not a good card. I don't want to play Applebaum just to justify playing Psychopump. Even in the best case Psychopump plays are nothing compared to the swing turns that Rogue can perform, the mass removal of Warrior, or the stat flooding Mage can pull off. It's nice, but it isn't game winning.
I've played enough Priest during RoS to know it can't beat anything. It gets SMOrc'ed down by Aggro, out valued by Control, out tempoed by Rogue, and helpless against Mage.
Until some Priest archetype is fletched out and supported with BROKEN cards, Priest stays in the shadows. One card that plops a bunch of stats on the board for a turn isn't even close to enough.

So in Standard, as of right now, what are good Deathrattle effects, that I can play in the early game that I would purposely play a badly statted 4 drop in my deck?

So this card doesn't end up ever being played on turn 4, but when one of my big dudes bites the dust. Turns 6 and later. That's a tough sell for this card. If it had Taunt, at least it could protect your resurrected minion or offer a minor speed bump.
I really don't want card draw, unless I am doing some OTK deck or combo deck. I could do board removal and board control at least...
On turn 3, play Kaboom Bot. Then they kill it, then play minions AFTER so Kaboom Bot did nothing the first time. I then play Psychopomp and it gives me a Doomsayer like effect. The opponent HAS to kill my minions with spells and can't commit to the board, or I will simply trade in.

One last try. You revived an Applebaum. That takes 5 mana to play. Then you played the Psychopump. It must be at least turn 6. So yes, the Murloc Shaman that has been amassing a board can play Earthshock and Bloodlust and kill the Priest.

As of now, the ONLY target worth reviving while playing this card on curve, is Blademaster. We seen this before. IBM + 2-mana Resurrect + Onxy Bishop Priest wasn't any good. Because the whole scenario relies on drawing IBM. Priest needs a second quality minion to play in the early game if they don't find Bladmaster. If Tar Creeper were still in Standard, I'd be on board. But laking that, I suspect that this card won't be part of a viable Priest archetype.

Think of it this way if this didn't give reborn and just summoned back a 4 mana worth body it's still good.

Therefore you should be very lucky when Convincing Infiltrator is summoned. You can't just rely on it.
Great synergy with High Priest Amet for sure, strong card but not broken in current Standard cycle, and Priest lost Mind Blast anyway for face damage.
