It's too expensive to be relevant. However, if this is in a constructed deck it would most likely be an insta-kill as you can't risk some ludicrous Auctioneer turn if it lives!
There is never anything wrong with filler cards, and they don't just have to be useful in Constructed either - many cards are weak in constructed, but can be really useful in other modes like arena or solo player.
And even cards that are weak all round serve a purpose - the Classic cards set is SUPPOSED to be weaker than the expansion cards. That is by design, so that classic cards don't become auto-includes in all decks. There's a good reason they've been Hall Of Faming a lot of cards.

There is something wrong with filler cards, you find them in real money packs.
This card will be added to the Classic set and will replace a card sent to the Hall of Fame.

Looks like it's too expensive to be playable...
It's expensive for sure - but in a Miracle Mage deck could be pretty terrifying.
Would have to see it in action to be convinced, though.
Kobold illusionist and rogue cycling?
It takes a lot of work to make it even vanilla good. That's fine for Classic.

Its a bad card, but its not unplayable entirely. Its far too costly to make it into a normal deck, but off an elemental generation card, its ok.
I think the card would have had better flavor or be more playable if the card was this instead....
Card Text: Whenever ANY spell is cast (by any player), gain +2/+2. If this has 10 or more attack, gain +1 Spell Damage.
All the new cards are pack filler. It is pointless to add new cards if they suck so much.
