I don't know what to think of this. The card seems "fair" but only in comparison to other bad/underpowered cards.
Costs 1 more than Wisps of the Old Gods, and 1 less than Cenarius, but it lacks the Choose flexibility of either (and the body of Cenarius), but then it also adds taunt. Another way to look at it is nerfed Level Up! without minion type restriction.
At least for the time being, I don't think it will make the cut. Even if Druid should get Innervate back (and it won't), the class has access to the much stronger Blessing of the Ancients for the next two years. The Taunt aspect usually isn't important for Token Decks (it can make a difference, but rarely will).
And should Druid ever return to the point where they have more mana available to include more lategame token finishers, I'd just include Cenarius.
Maybe I'm wrong, but I think this will end up as a bad card.
So Druid is supposed to be about flooding the board, big minions and mana ramp. This card does NONE of that. This card is literally trash tier. If you don't have a board, an 8 mana spell do nothing is garbage.
If you have a board, this is a win more or win condition card in swarm decks. Wouldnt you rather play any of the other better spells that buff all of your minions?
Taunt is irrelevant for this effect if you plan to win with this card.
I am glad I will never have to craft this card because this card is not worth the dust.
a) Offer a card that could only fit in the most boring and mindless archetype druids can play, which is far outclassed by pretty much any class aggressive archetypes. b) Make said card terribly slow and conditional for that archetype anyway.
