It’s obviously meant to be played after cards like Blinkfox or the new 4 mana Pirate. Or if it’s a faster matchup as a two mana 2/3, wich is ok.
If you could play that card reliably on turn 2 as a 3/4 with rush, it would probably be the best two mana (aggro) card in the game, and become a very oppressive deck. (I mean it’s possible with prep espionage and then get lucky on turn 2 , but that’s thankfully not very likely)

This is a dream scenario, but it's good enough that I think it's worth considering.
Pilfer on 1 --> Underbelly Fence to remove their 1 drop on 2 --> development on 3, remove their 2 drop with Fence or Vendetta --> Develop the new 4/3 pirate on 4.
That's going to be really hard to come back from. You have to run pilfer, which is a pretty weak card, but it activates Fence and Vendetta, which might make it necessary. The Pirate is just good enough on his own.

It is a huge mistake to evaluate all cards as if they are played only on curve.
Even if you can't activate this on 2, it's not a terrible combo enabler later in the game. At worst, it's a frost bolt that might leave you a body.
As someone who pretty much exclusively plays a mediocre wild thief rogue (just cos its fun and varied) I am really liking these cards hopefully making it standard viable. wooo!
Ok, WTF. What was the point of Year of the Raven? I thought the devs wanted to narrow down the power level of the cards and make a fresh new start. So far I have seen many polarizing cards (some extremely weak, others - strong) and the latter ones are in rogue.
2 mana Totem Golem with Rush and no Overload?! As a 2/3 it's meh, but not terrible, but once it gets buffed, it offers tremendous tempo. Like, how is this fair? And on top of it, rogue can deal 4 damage to a minion for 0 mana.

If you hadn't noticed, they're really toning down the power level of 2-drops (thank god...), and 2/3 seems to be the new standard of "decently stat'd 2-drop."
I'm guessing because of how strong this would be on curve and activated, we're unlikely to get a 1-drop that adds another class's card to your hand (aside from Pilfer).

I understand that. My point exactly aligns with what you are saying. The best case scenario would a turn 2 play (which is why everyone compares this to totem golem, but that scenariois not as likely. This will probably not be played on turn 2. That's what makes this card fair instead of op. A very good card and not an oppressive one.

I think part of the problem with Year of the Raven was that they made aggro too weak. Aggro was almost wholly supported by Baku and Genn, leveraging hero powers to make up for the shitty early game minions that were available. It wasn't until heaps of nerfs that we started to regularly see non-hero power-centered aggro decks.
I think it's good we are seeing these strong, but conditional, aggro tools.
Underbelly Fence? More like Absurdly Slender Belly Fence.
This is a very good card, love this kind of tempo thing. I guess I'm gonna have to play rogue when the expansion drops.
The Burgle Rogue package is starting to come together. I think this is the missing piece that makes it a contender.
If we get a Swashburglar reprint we're definitely in business.
It's also great on turn 4 (or maybe even later) as a combo activator for something like Eviscerate.
