I actually think this makes Snap Freeze kind-a viable, 3 mana 1.5 card removal seems pretty decent. However I have a hard time imagining the combo being better than Voodoo Doll or Polymorph, so it's likely the combo won't see much play.
If there is a deck that wants to use a lot of spells, say with Vex Crow it might be the better option, but I have a hard time imagining that deck being top tier. Or maybe you actually get one more low-cost twin-spell and you could make a miracle style mage deck.
The damage is a waste, mage has better cards for this. Really only worth if freeze synergy works in this meta, then you can freeze 2 minions on up to 2 different turns for 2 mana with only 1 card.
Look, personally for me this is a bad spell. BUT if freeze mage grows on popularity (which might happen thanks to Kalegcos), then they will need ways to stall the opponent. And in this context having single-target freeze spells (gathered in a single resource) sound like something powerful. So I agree with some users, who defend this card, but outside freeze mage this won't see any play.
This is weak in aggro mage, because it can't deal face damage. It's weak in control mage, because it can't deal with big minions. It's only good in combo decks as an extra way to stall your opponent.
And here are all the cards that freeze stuff in Mage, and as coincidence would have it, many of which have been useless, and most of the good ones come from Classic.
People should not focus only the effect alone, but also note the class that's getting it and how this class is able to do spell shenanigans. I think that card will definitely see some play.

Does twin spell trigger the quest? Is there someone with a good experience with quest mage in wild to say how it could impact the deck?
I think this card has a very interesting design for the player who uses it because it offers a big decision tree, but with the way hearthstone works if this card becomes good it will have to synergize with a lot of similar freeze that can be frustrating for the opponent.
Might have seen play with a pre-nerf Mana Wyrm. Could be useful if a Gadgetzan Auctioneer driven combo deck can be made to work. But I think this will be bad, unless there is another Flamewaker type card created.
Forget freeze synergies, even by itself I think this is pretty decent and flexible for some type of OTK or Freeze Mage, early game it’s removal and late game you can freeze big minions for 2 turns. No matter when you draw it, it should buy you an extra turn or 2 to get to your win condition.

This is a really cool card. It's not going to be an all-star, but it's a solid support card in a tempo mage deck that cares about spell triggers. It's also worth noting that, with an apprentice on board, it just lets you deal 2 damage for 0 mana.

I don't know what point you are trying to make here... you just listed quite a few spells that are really good to get with cyclone. Cinderstorm has been a standard inclusion in tempo mage decks, snap freeze combos really well with the ray of frost you just used to activate vortex if you have any mana left, astral rift is a very solid card for tempo mage against control, shooting star is a playable card in tempo mage and unexpected results isn't that far off of playable, elemental evocation is decent to cheat out the elementals you play in tempo mage (and has amazing synergy with the second vortex), splitting image is a decent secret in a tempo mage, and scorch is an amazing pull off of vortex because vortex activates the discount for your next turn.
There are a couple misses in there, but there are some misses in the classic and basic sets too. On average, the random spells are going to be decent.

Guys, I know that tempo mage is cool (HA HA HA) and all, but this is Glacial Shard without the stats.
And that card is rotating. Also you have a 2 card "Kill Anything" combo with Snap Freeze if you're so inclined.
It probably won't see play due to Frost Lich Jaina getting the boot and along with it, one of the core Control Mage cards. But I'm sure it'll fuck up someone, somewhere, somehow.
I'lm gonna try it anyway. It's a Common anyway, I'll be swimming in those...

bunkers with Vex Crow
This has become something like a joke theme the devs won't let die, kind of like Discard in Warlock.
Here are all the cards that synergize with Frozen stuff, all of which but one have been useless so far:
Shatter, Snap Freeze, Ice Cream Peddler, Coldwraith, Cryomancer,Icicle, and finally Ice Lance, which was considered too good for Classic.
And here are all the cards that freeze stuff in Mage, and as coincidence would have it, many of which have been useless, and most of the good ones come from Classic.

Freeze Mage was one of the first Tier1 decks ever though? That being said, if this spell can’t go face, it won’t see play.

The fact that this gives you multiple Cyclone, Lunara, or Gadgetzan procs is preeeeeeetty good.
Very flexible which is valuable. A good resource for the new elemental and antonidas

You could have Bleed for Warrior, Paladin and Hunter
Poison (not current one) for Rouge, Druid and Warlock
And Arcane for Mage, Priest and Shaman

Sorcerer apprentice + antonidas + 2-4 ray of frost = 2-4 fireball on your hand. THAT'S A LOT.
Sorcerer apprentice + flamewalker + 2-4 ray of frost + mana cyclone = 4-6 damage and 2 spells/ 8-14 damag and 4 spells at the end of turn.
It's REALLY good! You can shut-down any card for 2 turns for 2mana.
Its a massive slow-down card and set-up for big board wipe value.
