Popularity of a card does not equate to how powerful it is. For example, swamp king dred is a powerful tech in Deathrattle Hunter. Bolvar isn’t terrible but there’s no archetype to put him in. All that a lot of cards need to become viable is other supporting cards or a certain archetype to come along.
This is just a rating on popularity, and I wouldnt go auto dusting legendaries unless you really need the dust, a lot of epics are niche cards and if you dont want to make that deck it belongs in go ahead and dust it. (or more importantly cant see it getting better in wild)

You're thinking too narrow. Do you remember Princess Huhuran? That is a prime example of a card not too bad, that supported an archetype that actually rose to power. And what happened when the archetype got increasing new support? The old and mediocre card got thrown away, not being the star or even a part of its own deck. Same shit can be said for things like Bolvar I think. If there is ever gonna be a Divine Shield Paladin, Bolvar will be very far from the reason you play it, and perhaps not even considered.
Cards go from bad to good all the time. The current best examples are the quest cards that everyone hated two years ago. Now they are showing up in professional tournament decks.
Don't dust your cards. Just don't.
I see very little harm in dusting stuff like Ozruk. No amount of new synergies will make it good. Especially wild level of good.
Thats one of the few legendaries i disentchanted gladly without any fear of doing a mistake. But there are a lot more that could turn out good.
Why would you only dust cards whenever you're in need? Purging just for the sake of purging is good practice to avoid hoarding in general. And we're talking about at least the trash of the trash, man. Look at some dumpster Epics / Legendaries from years ago (even with unique effects, doesn't matter). Have Steamwheedle Sniper, Wee Spellstopper, Trade Prince Gallywix, Anima Golem, Poisoned Blade or maybe Dark Wispers taken over Wild until today? N0pe. U wanna wait 4 more years to see if they're any good?

There could be a warlock minions that is permastealth (like the 4 mana 2/2) that does have more health to survive AOE and make this card worth putting into a deck. You never know.
Dane's Big Hunter currently has both Swamp King Dred and Dreadscale, an even more fringe Legendary in it, and playing inconsistent but fun decks like this has been the only thing keeping me logging in over the last month or so. If you have any intention of playing wild in the future, particularly if you like weird combos and unusual interactions and aren't too strapped for dust I'd really recommend holding off on purging your collection. I only started playing wild last month and was thankful that I wasn't too brutal in trimming the fat over the years.

You're just following the definition of hoarding line by line right there. Hoarders aren't simply lazy people, you know. They can justify keeping every piece of garbage for fringe use in the future. This game ain't gonna last forever, you know. One could even say it's past its prime. I'd be happier to tickle my ego with goldenifying 1-2 cool looking legendaries from each set in this year than keeping last years' literal garbage (which seems to be up to 2 stars). Ofc this doesn't mean doing it mindlessly, we all have opinions of cards. But be a realist, even in the video they said "Let's face it, some of these cards will never find their place in the game." For me from among those I'd only keep cards that are win condition / combo pieces like say, the Druid quest, Ixlid or Archbishop.

One of these days Ill get good class gold leggo to go with my Alexstraza and Malygos.
Don't be hasty dusting bad legendaries\epics. Do it slowly, enjoying every second of the process.
