There are many possibilities, which are exciting to think about. Ilidan and some demon hunter lackey, Lich King and a ghoul lackey, deathwing and a black dragon flight lackey. Maybe one dedicated to the old gods (they kinda have one now already tho :/ ). Even some Elemental Lord expansion would be possible. The oportunities are big.
It does seem that the villains in EVIL so far are original to Hearthstone. The exception being Dr. Boom who gained far more infamy in Hearthstone than he ever did in WoW. With that in mind, it's possible that the crime families of Gadgetzan could return in the form of villains and/or lackeys as well.
I'm disappointed that Kel'Thuzad isn't part of the league of EVIL. As a famous Hearthstone boss AND a former member of the Kirin Tor, he has TWO good reasons to join them. Blizzard pls.

You don't know if he will still appear, but doesn't want to be part of E.V.I.L :P Judge after all the cards are. I doubt that he will appear, but you can keep your hopes up :D But to be fair i find that kel thuzad is too powerfull to be part of that.

That leaves us with tons of expansions to draw from for potential baddies to return like Goblins vs Gnomes, Grand Tournament, Blackrock Mountain, Karazhan, Mean Streets of Gadgetzan, Classic & Basic, Un'Goro, Frozen Throne, and Rastakhan's Rumble. Based on this data, I was able to determine the best fit for new bad guys coming to each class!

I imagine this set will feature call backs, then the next set will be a new story to tell about "unearthed undergrounds" which was said in the announcement trailer. I'd actually like some all new bad guys introduced in later expansions.

Seems that all members of Evil team are kind of cartoonish (like Beagle Boys, the enemies of Scrooge McDuck), not exactly scary.
So I don't expect for sure Lich King, Illidan, Deathwing or the Old Gods forming a team with them.
More likely Aya, Kazakus and Grimy Goons guy, maybe patches or captain Greenskin if they decide to make a water theme expansion (we want Naga race)

If we're talking more returning villains, Malchezaar with a Demon Lackey is possible, or Kel'Thuzad with a Skeletal Lackey
