Nice concept, but I think that it would still be unplayable, especially if you only get the upgrade the second time you use it. It really feels too weak and too slow now.

Posting an idea like this in a thread where the OP already posted their own idea will just result in your own idea getting lost in the comments. I think it's good that people are trying to come up with ideas on how to solve the Baku/Genn problem, even if some of the ideas are terrible, at least it motivates people to join the discussion.
That said, I actually think this would be a good change. It still keeps the same idea of the card but it guarantees a lower powerlevel. The biggest downside of this change however is that it will likely result in awkward wording on the card, but in the end that's Blizzard's job. I suppose Genn could be changed in a similar way but it's a little more awkward because it's cost based. Maybe he would make the first hero power cost (1), then the second (2), then the third (1) again and so on?

Still WAY TOO POWERFUL, maybe: increase the cost of your heropower by 2 and upgrade it would be better

I feel like 4 mana hero power be pretty rubbish. 3 mana would be the sweet spot
