If I have to silence something just to have good stats on the board, I would also prefer to silence the Razorleaf than Harbinger (or the Eerie Statue in wild). If I don't have an owl in hand, I can always play the plant on its own and my opponent won't screw me up by playing a 1-drop. I also have the possibility to taunt it e.g. with Defender of Argus.
[edit] Oh, and those minions are cheaper in terms of dust investment.
I agree with you. Although I suppose the added bonus of Harbinger is that she works as a preventative to certain decks as well, which makes her a slightly better card in terms of broader usage.
And you can still attack with her if the opponent does nothing of course ;-)
Update. I dumped Harbinger Celestia into my Wild Jade Druid for lols. My first opponent obviously didn't notice and threw a Malygos down straight after.
I actually think the design of her was for an aggro deck. The idea being that it forces the opponent into a weird answer at exactly the time they have to start regaining control.
For instance, as aggro, you play start out well enough with board presence on turn 4, then you play Celestial. Now the opponent is in a tough place. He plays a weak minion, he wastes mana, falls further behind on board control and likely loses the game. Plays a strong minion, you can trade your copy of it into his and he effectively has does nothing. He plays a spell to wipe your board, Celestial (likely) sticks, does 5 face damage, and then he has the same problem next turn.
It's one of those legendaries that I think Blizz designed for a specific role, but it is too clunky and too edge-casey and it didn't work out. I think when Blizz demo'd it in the live stream it was in a token/aggro druid deck. Maybe it was there as a buff to aggro in case the meta got too control-like.
I did pull him in one of my packs. One of these days I'll try him out.
