I think the only unfair part of hunter is Rexxar. And I'm not sure how you nerf Rexxar in a meaningful way without completely changing the card. Maybe an increase in mana cost (to 8?) means that the value bombs start rolling later and that's enough.
I don't think Spellstone is nerf-worthy, but it's a simple enough nerf if they decide to do it.
Taking out key cards from the pool of hunter's DK. Given that the DK becomes meme status once it goes to Wild this one change will be more than enough to completely settle the card permanently.
Beyond that, probably the spellstone. If they want to soften it, probably 2 secrets per 'pump' or, to be sneaky, '1 secret Activated' (similar to Eaglehorn). If they want to destroy it, +2 mana (+1 won't be enough i don't think).
They are probably testing out other things as well, but I'm banking on those two cards being enough to open all of the decks wide open. Secret hunter will die completely. Beast/Deathrattle hunter will survive but won't have that endless late game to live on.
Spell stone either costing 2 secrets or spell stone summoning 1 less wolf per level is my guess. The other tier 1 decks that exist right now are tier 1 because they either deal with spellstone(priest) or end the game before it happens(Paladin, odd rogue to a lesser extent.)
Rexxar is good but I don’t think he’s broken good. He gives control decks a rough time but not as bad as a lot of other decks in the current meta(OTK Paladin, Mechathun Lock, Priest). Plus from a gameplay perspective it’s kinda cool having a 3 phase fight.

2 mana change in Rexxar is not enough. You need to change the Hero Power cost to 4 mana, so he cannot create and summon 8 mana beast in one turn.

MAYBE increasing spellstone's manacost to 6 is a good idea. It won't kill hunter, make the card much more balanced and hopefully enable even hunter archetypes with secrets, spellstones and Zul'jin. That would've been awesome.
Frankly, it's unlikely that there will be a second series of nerfs prior to rotation, though anything is possible. Year of the Raven was announced last year at the end of February - with the announcement, we were told all the rotations/nerfs/un-nerfs we could expect. I'd guess they will do the same this year - in another month, we'll be told about the upcoming year, and they'll tell us which cards will be sent to the HoF, nerfed, etc. Again, I think it's unlikely that they would nerf anything between now and the announcement next month, and equally unlikely that they would nerf anything between the announcement and rotation - we'll have to wait and see, I suppose.
FWIW - according to HSReplays, Paladin currently has three decks which are all out-performing the best Hunter decks on ladder . . .
The main problem is Emerald Spellstone. It's a win condition card in many circumstances. The main problem is alone it is too good, 5 mana for essentially 2 bodies worth 6/6. It's easy to play 1 secret in the last 4 turns gets you 3 bodies 9/9, and another 4 bodies 12/12. It's always been the most overpowered spellstone.

Spellstone needs either play 2 secrets to upgrade or start with 1 wolf and upgrade up to 3. Alsoo, having 12-12 stats on turn 5 is just an absolute bullshit. Rexxar - decrease the odds of discovering rush, charge, lifesteal, echo minions. Also, DECREASING the possibility of getting rhino itself, flappy bird and cards like these. Rexxar is so disgustingly good. You just play aggro deck and if you run out of stuff, you play rexxar and win against control decks. The card is fundamentaly broken and does not make any sense.
Hyena - in this meta with springpaw etc., it needs to get nerfed, either make it +1+1 if a beast die or make it 1-1/1-2
Animal companion - we better call it "Summon a random huffer" because the odds of having hunter against you are 99,9% (if you personally play it, then its 0,1% of course because everything is RNG). Having 3 great minions in the pool for just 3 mana is bad, either make it 4 mana or hall of fame it.
Yea, that's it.
And zuljin is another bullshit too be honest, but it will not be oppresing that much after rexxar and spellstones rotates.
They said that they are keeping an eye on hunter but they said the same thing about Giggling Inventor and it got nerfed.

They could make the wolf's from flanking shot and spellstone 2/2's or make spellstone 6 mana but then they might be afraid of even hunter.
