It's totally broken. If you don't draw it is a 100% free card, and if you draw it you're just playing a 5 mana 4 5 that draws you a card but better.
If it were something with terrible stats like 8 mana 1 1 and it would still be the same if you don't draw it and if you draw it it's just a dead card but you are losing nothing.
Maybe a 5 mana 4 5 with something like "when you draw this, your opponent draws a card", this way you have an advantage as long as you don't draw this, and when you do it balances out with a small extra disadvantage. Maybe still too good and RNG dependant. Reminds me a lot of Patches, if you draw it it's shit, if you don't it's a free advantage.
I don't think this is good for the game, unless it is "start of the game: both players draw an extra card" which is kinda boring.

This is 100% true, because until you draw that 1/1 naturally, you're ahead of the game. Even if you get it in your starting hand you are no worse off than not including it at all, and it is even a good discard or demonic project target. The only downside is that you'd fatigue 1 turn early.
Due to this interaction, the downside would have to be 1) huge and 2) nigh unavoidable. Example that could be viable after testing and tweaking:
8 mana spell- Start of Game: Draw a card. While this is in your hand, take 4 damage at the end of your turn.

All cards are balanced, but some cards are more balanced than others.
I just thought that it could make sense along with a disadvantage or condition.
Like "Start of the game: draw an extra card. Deal 10 damage to your hero" or "Start of the game: if your deck has no class cards, draw an extra one".
It would have a place in 100% of all decks, no question. Way too powerful.

Super powerful, it needs a drawback to even it out. Maybe something like:
4 mana 4/5. Start of Game: Draw a card. When drawn, discard two random cards.
Now it's a massive benefit at the start of the game, but down the line you might have to pay a heavy price.

Broken. It would need some sort of Baku/Genn deck restriction or something.
You could make it a 10-mana 0/1 and it would be an auto include in every deck.
