According to HSReplay he's the legendary in the deck with the highest win rate, 60.8%.
And quite appropriately Prince Liam is a ghost because I've never seen him played, in casual or on ladder.
I'm playing odd paladin so I'm wondering whether I should craft the card. It looks like a meme card but statistically speaking it's the strongest legendary based on that measure.

Stats such as these can be misleading, especially the "winrate when played." Prince Liam is usually played when you already have the setup for a lot of legendaries, so in general you may already be ahead and more likely to win, thus inflating the winrate. The Soularium suffers the opposite problem since you play it when you're most likely behind, deflating the winrate.
Prince Liam is very good in Odd Pally IMHO, it makes your draws better (you don't need 1-drops after turn 5) and has a solid body (5/5 for 5 isn't that bad, is it?)
Now, despite this, I don t think he s the best legendary in Standard. For instance, DK Jaina and Gul'dan heavily surclass him. It's just Odd Pally that's OP

Hsreplay winrates =/= actual winrates. They're heavily influenced by which popular streamers play them, and more importantly, by how good that audience is. For example, if the world's greatest HS player spent 500 games running Even Shaman with Boulderfist Ogre, he could probably pull off a 60% WR, even though they deck is obviously not optimal.
That said, I did take Liam Odd Paladin into the Brawlesium, and I got 10 wins, and while he wasn't great, he also wasn't bad.
Also, only a fool would say that Prince Liam is better than Baku in Odd Paladin. Baku's played WR is low, but that obviously doesn't matter.

ticking abomination has the highest played winrate so you should put it in all your decks, best card in Standard

You do realise that just because a card is in the highest win rate deck, doesn't mean that card is actually good aswell.
If Blast Wave is in Odd Mage, does that make it the best Epic in the game? No, of course it doesn't. It's a terrible card.
Point being - don't judge a card just by what deck it's in.

You also forgot to mention that he is played in only 0,5% off all decks and has 42.6% played winrate. So much for the strongest legendary in the game.
Just because a card is in a top deck doesn't mean it's the best in that rarity.
I would argue that Zilliax is the best legendary in standard, simply because of its flexibility and how it's good even with zero synergy.
