Well, each option on it's own is rather underwhelming for 4 mana, but being flexible is nice. Although I still think this is more of an arena card and not a second Branching Paths.
Just one question - will token druid use this? 2 3/2 raptors are good, but this is a 4 mana spell and the buff part isn't that impressive. Remember the Annoy-o-Module, which also gives divine shield.
The 2/4 and taunt reminds me of the echo bells card for paladin, and 4 mana for 2 minions isnst the worst, have too agree that outside wild fandral comobo this card wont see any constructed play. Though as an arena card, it seem pretty good
I can imagine this seeing play in a world where Druid wants to play early game minions that don't conflict with things like Oaken Summons.
I'm not sure what type of deck that would be. It's slightly more reasonable in token druid than Landscaping was, but that buff isn't an area buff. Maybe if the taunt package comes back?

So, for 4 mana you either get to summon two Bloodfen Raptor or apply a buff similar to Velen's Chosen? That doesn't sound half bad to me considering some sort of aggressive Deathrattle/Token/Egg Druid.
Token druid might run one of these. You can make some really beefy boards after a spreading plague/whisps/violet teacher sticks. If you can't get a board it's not even totally dead because you can throw down some raptors to trade.
It'll be a card that allows token druid to keep being a thing after branching and spreading plague leave, because there will still be whisps, violet teacher, soul of the forrest.
With Fandral on board this summons a 5/6 taunt and 3/2 for 4 mana
With most Fandral spells you gotta have a target to target with an effect. I believe you gotta have something on board as the 3/2's will not get buffed.

Druid's 4 cost cards right now are so much better than this.
Swipe, Twig, Ironwood Golem, Oaken Summons, Floop, Branching Paths.
Even in an aggressive/token list, you have Soul of the Forest and Wispering Woods
After rotation, maybe this sees play. Until then, not a chance.

It's a good card, in a world of broken Druid cards.
Unfortunately I don't think it will see play until the broken cards go away.
