This card actually doesn't look too bad. Probably not standard viable, but maybe in the right deck. Much better than the standard pack filler at least.
I assume by "someone else" they mean any other character, even friendly, which makes this card quite a strong aggro card. However I never like such RNG effects and there should never be a good card with such effect.
Not sure how good this would be in constructed. But seems pretty damn good in arena. A 50% chance for Misdirection is pretty sweet especially in a format with fewer spell based removal options.
This card could be way better than people are thinking, based on how the mechanic is implemented. If it acts like the hunter Misdirection trap, and can force enemy minions to attack each other or the enemy hero, it is clearly a powerful card (not meta-defining, but very good); however, if it only effects your minions and hero, it is significantly worse and could actually be a liability in some cases (most notably when your opponent plays large and powerful rush minions that normally can't target face).
Also, I wish that this were a 4/7 taunt because that would make much more effective use of the ability.
The wording of this card is definitely inconsistent and confusing. It seems like it’s saying attack another character which would mean even your own face or minions as the attacker. But it doesn’t say that... maybe old Ben Brode pops out of the screen and smacks you while laughing maniacally. I dunno

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
Feels like the first 50% that you can legitimately build around outside of meme decks
If it is not "another random friendly character" but actually "another random character" then it is actually insane
Honestly, this might see play in Goblin Bomb/Egg decks.
What I like about this set is that even the pack filler isn't completely terrible.

Does "someone else" mean all minions and players or only enemy minions and player (from the point of view of the minion attacking Mosh'Ogg Announcer)?

This is actually really good. They can't ignore it, but they also might not be able to kill it
