The dragon isn't bad by any means, it's like a different Blackwing Corruptor that is mainly designed for slower decks. But I really doubt, that this dragon is tier 1 or tier 2 material. The dragon package has to be amazing, in order to make odd dragon warrior as competitive as its mech version. Now that War Master Voone became even, the odd dragon package became weaker.
That's why I have a feeling, that there will be a normal dragon warrior deck instead. If we take a look at the dragons currently in standard:
and the recently revealed cards (Crowd Roaster, Smolderthorn Lancer, War Master Voone), we will see that a warrior dragon deck is totally possible. There are many good even-cost dragons like Primordial Drake or Bone Drake. The number of dragons there will be high enough, in order to activate their effects.
7 is a really awkward damage total--this would be so much better if it were a 6-mana card that dealt 6 or if it still cost 7 but dealt 8 damage so that it could remove a host of 8-health threats. Of course, if it could target face, it would be absurd.
Flame Lance with a stick. Flame Lance never saw competitive play, however it is a mage card. We got Assassinate that sees no play, but it is also in a heavy removal class. So the effect is probably worth 4 mana to see play.
7/4 body is really weak, stat distribution just ruins it. 4/7 would be much better. Pretty much 4 mana body. So in all it is 8 mana worth in one 7 mana card. If we compare it to say Abyssal Enforcer, who had 4 mana effect and 5.5 mana body, this card is much weaker.
In the end I believe It's borderline playable in dragon decks as a 1 off as a removal card, nothing more.
Dragon synergy cards that are dragons are already more consistent, and this will kill almost anything. This card is such a huge tempo swing that I can see it getting played in Wild.
Card art seems to be a reference to a old promotional screen shot from the vanilla wow box. That being said this is a great removal tool and is great Voone value. Sure the aggressive stats aren't the best but it forces trades after a decent mid sized clear.

Though I wonder why a Crowd Roaster doesn't roast a crowd. I bet the original design dealt 4 damage to all enemy minions or something like that.
Yeah, given its name it would be logical to have an AoE battlecry.
But as for the card, it trades 2 for 1 with most minions. I bet it will be staple in most Dragon decks in both Standard and Wild.
Obvs very good in dragon
Much worse Blazecaller for Dragon decks. I don't think this will see play. Can't go face, doesn't kill a Lich King, and has poor stats.
