If this Card would be a rare card, it would make more sense. There is nothing special about this card, and having 2 copies of it would make it atleast more meme-worthy
They are not even trying anymore. Seems like at least one legendary per set has to be just for dust, the blank you can pull from a pack, the card where you hear Ben Brode laugh in the background when you open it. A card so obviously terrible and a waste of space, it might as well have the flavor text outright tell you that you should disenchant it.
To them, it's all fun and giggles, to me, it's pure frustration whenever I get them. After Harbinger Celestia and Moorabi, I'm pretty sure I can welcome this to my collection very soon.
Without commenting too much on the power of the card, I will say that a good player makes the RNG of this card tilt in their favor based on the situation. If you can't make the discover skew in your favor, that would be your own fault. This card is the right kind of RNG.
Also, to those comparing this card to Harbinger Celestia, learn the game. This card isn't going to make its way to the meta unless you do get 2 cards, but it is by no means trash. This would have been played in a number of metas.

Chillwind Yeti stats. If you have a deck with bad card draw then gaining an extra card is worth giving a card the the opponent. Especially when you can vet the card choices to make sure they won't wreck you.

I had to go and look at the originally revealed russian version of the card. Sadly, the english translation is correct. It is indeed that bad

Well, the good news is that this isn't the worst legendary printed in recent years...I mean, Harbinger Celestia is still a card, but this is close.
If you indeed get to keep both cards you discover, then I think the original post should be updated with this clarification.
This card is to have fun, to play with friends and lol about it.

Card to attempt to give your opponent a useless class card.
Rogues give their weapon buffs,
Warriors give their weapon or armor tools
Hunters give... slow deathrattle minions?
Warlocks give demons for sac pac?
Druid could give their beast synergy stuff
Bad for Priest, Mage, paladin, Probably Shaman
Basically Give your opponent a card they probably can't use and you probably can.
Class card multiplier probably isn't enough though because there will be times to just give a neutral minion.
