It's just an ok card. A little worse than 0 mana discover a spell, because you have to pay the 3 mana first and then get it back, and you have to play another spell the same turn

In that case why would mage run Primordial Glyph instead of just a good spell ? Because it is a good spell as well, and so is Haunting Vision.
Haunting Vision looks indeed like a fairer Primordial Glyph, but this is card is pretty flexible and 0-mana discover a spell is quite valuable. Shaman also can combo this card with Electra Stormsurge to get a 3/3 elemental, discover a spell, get a random shaman spell and 6-cost discount for the next spell in the same turn, all for just 6 mana and 2 cards, and I say this is a very good bargain.
It is also a good drop from Hagatha the Witch, a really great Far Sight target, and has infinite value with itself (yes I know this will never happen, but it's a funny dream scenario, isn't it ?)

I thought of that, but I don't think Electra Stormsurge's effect counts as "you" casting the spell the second time. So the cost reduction from Haunting Vision won't be applied to the spell cast by Electra Stormsurge. This is the same way how spells cast by Yogg-Saron, Hope's End do not count as spells cast by you.

A couple of reasons:
1/ Mage has several premium cards that synergise with spell-casting, as well as its quest, so triggering these twice through Primordial Glyph and what you discover is often worth the deck slot
2/ Primordial Glyph discounts the card no matter what turn you cast it on, so you can play it for tempo at the right moment. The discount on Haunting Vision might not even be used.
3/ Mage, generally speaking, has a stronger pool of spells to choose from than Shaman so the discover effect is more consistent

While mage spells are very good, shaman spells are pretty good as well, but many of them are just not worth a spot in shaman decks.
It's noteworthy that other than this card, shaman keeps getting better spells every expansion, which make cards like Hagatha and Haunting Vision even better

Since when you cast Overload spells with Electra the second spell gives you Overload (as if YOU casted the second copy), I'd be willing to bet the cost reduction is eaten by the second cast of Haunting Visions, and you end up with a 3-mana reduction, same as when you play the card once.
Primordial Glyph is better because you can keep the discovered cheaper spell for later, but this is close enough to see play, glyph is one of the best mage cards ever.
After rotation with many crap shaman spells out the Hagatha will become much better, this card is a very nice adicion to the pool.
This can't be bad since you can discover a card and reduce the discovered spell or a current spell that you are holding by 3. It's straight forward and I like it. Shaman is getting some love >:D

It can be bad... why would you include this for a chance to get a good spell instead of a good spell? only good with violet teacher type effects where you wanna cast a lot of spells for no reason, apart from this.. just run a god spell instead of facing a pick: Totemic Might, Forked Lightning, Frost Shock
The discount is bad if you discover a 2 or less spell (which shaman has a few) so you are overpaying over a minor spell.

You didn't understand how this card really works did you?
I do, if you cast the spell that costs 2 or less mana and it's your only spell in hand or the spell you wanna cast, you actually lose the discount
I point at the downside where you don't have another spell (that costs 3 or more) you want to cast in your hand and you are looking for an answer (the card as a stand alone card)
As long as the Shaman spell pool is filled with trash (Totemic Might, Beakered Lightning, Forked Lightning... to name just a few) this card will be far from overpowered. And if you choose e.g. Volcano or Lesser Sapphire Spellstone you might as well have played the chosen card for its original cost. No way this can be compared with Primordial Glyph (which keeps the discount for future turns).
This card is amazing. Quite possibly the best card revealed from the set so far. Just off the top of my head here are a few gamebreaking spells you can find and cast for free or practically for free with it:

A semi controllable far sight with resource generation seems good to me
