The best possible meme way to play this? I got just the thing!
Play as Hunter. Play Oondasta and summon Hakkar. Next turn, cast Play Dead on Hakkar, then cast Tracking and hope the Corrupted Blood is an option so you can NOT pick it. If it doesn't work, cast Tracking again. If it still doesn't work, DON'T PLAY HEMET! Why you ask?! Because screw Hemet! That jungle hermit piece of shit! Who does he think he is dressed like that? Robin Williams in "Jumangi" when he first emerges from the board game as an adult man to first be traumatized to learn his parent's are dead, then traumatized even more by being forced to continue playing the game that ruined his life?!?!? Get out of here with that crap, Hemet!!!
Oh, don't forget to Silence Hakkar after you successfully removed the Blood with Tracking, and ONLY with Tracking!

But wait, if somehow I make my opponent enter fatigue and play this, this is straight up a win-condition. It will shuffle the corrupted spell over and over again and it will kill them. Sweet.

This can be a finisher in something like Tank Up warrior or some mill type thing.

if it's good it's good in class that can heal/gain armor/add cards to the deck.
The only deck I can see this card working in is Shuffle Rogue, where you shuffle cards into both players decks some good and some bad. This card for 10 mana sucks ass cause of it's poor stats. Plus, the fact that it's a deathrattle means it's effect of a dot is super slow and easily countered.
MAYBE a deathrattle quest priest deck can hang with it, since it can heal through the damage cards, but again it's so slow and clunky. I doubt this will see competitive play.
I like how Team 5 are not afraid to put meme cards, not just pack fillers (like mecha'thun). The "meme/youtube potential" of hakkar may be even bigger of the mecha-god itself.
But I doubt it will manage to reach the hights of the one and only...

Ok someone explain to me what happens when you only have two copies of this in your deck and you draw one. There are some saying you OTK, some saying you don't.

It definitely has its place in the meta. Druid has a tendency to try to wall you off with spreading plague and draw through their entire deck to combo you to death. If you play and activate Hakkar, you can turn that strategy against them by making it increasingly likely that they'll take 3, 6, 9 or even 12 damage with big draw plays late in the game. Most druid decks don't run silence so there's not much risk there.

edit: I just read the article and this is totally inconsistent with other "casts when drawn" cards. I get that they didn't want to create this endless unresolved chain of shuffle + draw + cast, but a card that says "casts when drawn" should CAST WHEN DRAWN at some point during your turn.
edit 2: I guess I see how the logic works. Any cards drawn that cause you to draw more cards are automatically put at the front of the action queue, regardless of any other card text, all other cards resolve, then shuffle resolves.
Example: You have two Corrupted Bloods, one Bomb, and one Scroll of Wonder.
Draw Corrupted Blood #1. Take 3 damage and draw a card.
Draw Bomb. Take 5 damage and draw a card.
Draw Corrupted Blood #2. Take 3 damage and draw a card.
Draw Scroll of Wonder. Cast a random spell and draw a card.

Why is everone about geisting this. Seems like you won already, if this is not some sort of combo scenario where geist wouldn't help you anyways...who would play a 10 mana do nothing with a delayed symmetrical effect in a deck that can't milk it right away.
I don't see this in a regular deck, but as an addition to toggwaggle tbh
It's becoming clear what happens when your deck is only Corrupted Bloods and you draw one - tl;dr you draw all of them, take 3 damage per Corrupted Blood, take fatigue damage, then shuffle 2 more per Corrupted Blood back into your deck.
I wonder what the order of resolution is if you draw some other "cast when drawn" in the chain. For instance, if you draw a Scroll of Wonder, does it resolve before or after the initial Corrupted Blood?

I just imagine a warlock deck. You play Void contract, maybe even double void contract, with Hakkar in hand. Then you kill off Hakkar, Bloodreaver Guld'dan each turn so you are constantly healing while watching your opponent die.

I think it's quite a weird card 3 chip damage
The Prince Liam buff we needed. Finally I can deal 30 damage to my hero but have *at least* 10 random legendaries in my deck.

Tremendous art, sorry blizzard but Hakkar's art is not so legendary

It says "After you draw" so i think it's a clumsy way of saying that you draw and then it shuffles two copies
