Somewhere beetween bad and decent, condition to draw is a big deal, not always wou will able to freeze a minion, but, who knows this is a for ever aroud card, so, in a few expansions maybe some cards make this more consistent for a while
This is a bad idea for a card. Why would we want to waste mana to directly damage a frozen minion? The whole point of freezing a minion is that we won't have to worry about it until the next turn.
It's bad. Too conditional, costs too much and it's also epic. It could maybe have been ok in vanilla when there were mostly midrange decks and attacking Chillwind Yeti with a Water Elemental was a thing.

There's a difference between "bad right now" and "always bad". If they didn't want to add cards that would change the meta (which I can't even get behind), they still could add cards that are, as Classic was originally designed, strong but simple mechanics, but not necessarily good regardless of the meta.
It deals 2 damage, but it can only target minions, and it can draw a card, but under a very rare condition. And if the epic rarity should count for anything, it should have a small upside over lower rarity cards. Icicle should either cost 1 or should also target heroes, and even then, you could argue whether it should be able to do both (as an epic Mage spell vs. several other basic or common spells).
It still wouldn't be "meta defining", perhaps not even a strong core card of future mage decks, but something that you might consider in some decks if the meta allows this. But Icicle is on the power level of nerfed Druid epics, Kidnapper, Pit Lord or Bestial Wrath - almost always unplayable. And the game has more than enough cards like those.
New epic is the replacement for Ice Block. Ice Lance's spot is taken by that generic "get a random Mage spell" card, Tome of Intellect.
If you skip the PR talk, this card is just an attempt to permanently dilute Mage card pool with something bad. First they plague the class with RNG upon RNG, then they decide there are too many good outcomes.
I wonder what happens if we use this to kill a frozen minion. I mean, This is still better than Blizzard + Hero Power if we would draw a card.

Memedeck-seeker. Always tries to build new decks. Hates tournements, streamers, netdecks and poor-o players. ah, but a tournement mode could be great !!!
... For a Mage deck that has had its day and has gone to do what most old decks do - die out, mostly. Hopefully Freeze Mage makes a comeback just so this card gets some good play. For rng produced spells, this could go a long way if you get Jaina up of that elemental that gave her hero power a Freeze effect.
Not powerful, but as a classic card this should be the goal - an average card, with a mild effect. Classic stays in until moved to the hall of fame, so mundane is safest. Better a subpar card than a ridiculously overpowered one.
Mana cost and effect are not justified for an epic that doesn't have any extraordinary mechanic.
This is a standard effect, nothing extraordinary => should be balanced mana and effect wise. But it's not. Standalone it's a 2 mana deal 2 damage. With whatever card combined, this is behind mana curve: glacial shard? = 3 mana 2/1 deal 2 damage, start with deck size 29. blizzard? = 8 mana, deal 4 damage to a minion, 2 to the rest, freeze them all, start with deck size 29. This goes on.
For 1 mana it would have been too good. But for 2 mana they could at least have given 3 damage - after all it does neither freeze nor go face unlike frost bolt. Would be sad to see the pity timer for epics reset on that crap card...

It is a card that can be thrown into a deck by a player with a minimal collection and not be useless.
That is what all of these cards are supposed to be, not anything that shows up in competitive decks.
Yes, because being an Epic card, it's clearly a card that a player with minimal collection will get their hands on quickly.
If anything, it screws new players over by taking an Epic slot in a cardpack that could instead have resulted in a Pyroblast.

Paired with some spell damage in a frost mage deck this might see some play. I'd say it's playable.

This card is straight up terrible. Both within the Mage class (compared to Frostbolt, Arcane Blast, Flame Geyser...) as well as outside of it (compared to Arcane Shot, Holy Smite, Wrath, Shiv, Slam, and many more).

I know that the card had to be an epic to replace ice lance but everything about this card screams common

I don't actually think it's that bad as far as random spell results go. small removal is always nice.

I think if this card could go face it would be close to playable.
Cause you could draw cards after frostbolt or buff it with spell power for lethals.
The way it is right now is absolute trash.
IMO this should either cost 1-mana or be a 2-mana Rare.
