because of genn, baku almost feels like he has to be have that effect. also baku decks wont necessarily get better each exp, they will get more tools, but so does every deck, each expansion. it is just meta dependent.
also you could probably nerf some of the mor epowerful cards, (Level Up!, Fungalmancer, and Giggling Inventor come to mind) and then they would lose power.
also the nerf would have to completely rework the card. right now it is as simple as it can be, you just cant change this word, or the stats/mana cost. you would have to make it a whole new card. and i dont think we want that, because as i said above, with genn existing, baku kinda has to have this effect.
so i dont know if it needs to be nerfed, blizzard could just print the right set to leave it in the dust. or maybe nerf their other tools.

well the hero power is a bigger benefit than it seems. because having good cards means having to draw good cards. but hero power is there turn 0, and will stay there forever. hero powers are never situational, and the curve/tempo is amazing because your hero power fits into your curve, so you have to draw less specific minions.

do you play wild? because baku is annoying in wild with odd rogue.
justicar trueheart did nothing because it is bad tempo, and you have to draw and play it.
baku hits right from the start, meaning that you get great tempo and value right away.

I completely agree it should be changed whether it's a direct nerf to the card or soft nerfs to the odd card pool. Odd decks are at the top of the meta using few new cards after the expansion- mostly just giggling inventor, which should also be nerfed because it present in like every deck. The upgraded hero power is too impactful at the beginning of the matched, that's why Justicar costs 6 mana.
For me the only change Baku need is change your stats for 7/6 or 7/5 or 5/7 and reduce the cost to 7 manas, 9 manas 7/8 is too bad, Genn is a playable minion 6/5 for 6 manas.
As someone who started just after Witchwood, I initially thought Baku was absolutely OP. Baku was my first craft, and, despite being an amazing card, does not give you the ability to win games straight up. It does, however, allow for folks with smaller cardpools to start putting together their first decent decks. While odd pally and odd rogue can be beefed up with some good--and shared--crafts, they aren't as good as many other decks that are outfitted with all the right cards.
Also, I think new cards are being made in such a way that they won't slot into Genn or Baku too easily. For instance, The Storm Bringer feels too expensive at 7 mana, but if it was 6 (or even 8) it would find its way into every even shaman deck, possibly making it the best playstyle in the game.

i didn't imply wanting to test new cards from the next expansion. i know they would never do that. just the "possibly going to be changed" cards in whatever way that is from the current sets, just to try out how it would feel. that's pretty much about it :) you could call it the PPTR (public patch test realm) as well, lol
The only change I think should be made is for Hunter.
I mean, Warrior gets to double the armour. Paladin gets to double to units. Priest gets to double the healing. Mage, Rogue and Druid get to double their damage. But Hunter only gets the hero power increased by 50%.

It's more like healing and armor is doubled, damage is just +1. And then it's consistent...

Baku is balanced in Standard, only use odd card and put a terrible card in the deck is downside enough for the benefit.
In Wild the downside is almost inexistent but in Wild many other things is waaaaaaaaaaaaaaaaaaaaaay more broken than the upgraded hero power.
