i was playing a game vs mage, and she played the 2 mana spell to add a minion to your hand and make it cost 3 less, and she got piloted shredder, a 4 mana card, played for 1. and then she played a secret, that was effigy, so when it died she summoned a minion with the same cost, when the shredder died the secret triggered and she got a 4 cost minion.
this makes sense until you think about valeera's bag of burgled spells, this tavern brawl fills your deck with spells and when you cast a spell you summon a minion with the same cost, if you were to play say a preperation then a spell, the second spell would summon a minion costing 3 less, as that spell was cast for 3 less.
this does not make sense to me, is blizzard blind to this problem, or is there some sort of wording, or rule that i am unaware of?

Unfortunately not many people see these problems blizzard currently has and even less mention them on different forums, and that’s exactly why blizzard doesn’t fix these situations as they are too rare.

It's because once you play the minion, it loses its mana reduction. By all accounts, once it's on the board it is a 4 mana piloted shredder, if it was sapped back to your hand it would cost 4 mana. The way the tavern brawl works, it summons based on the amount of mana you spend (i.e. how much it cost you to play it)
There are a lot of inconsistencies in Hearthstone, but I don't think this is one of them. The mana reduction is not attached to the minion forever. Once it hits the board it is considered a 4 cost minion again.
I did notice that, in the past if you got a Shifting Scroll from Primordial Glyph, the random spell every turn would cost 2 less. Now, you just get a random spell with normal cost every turn. I think it happened with one of their recent game changes, to try to achieve more "consistency".

Once a minion hits the board its value goes back to normal. When it died, Effigy correctly valued it at 4 and summoned a 4 mana minion.

I gave up on expecting consistency when Y'Saarj was not given the recruit keyword, yet Mistress of Pain was updated to get lifesteal keyword.

I don't see the inconsistency? The minion was 1 mana in the hand, but on the board it's a 4 cost minion. How is this hard to grasp?

Maybe Blizzard don't want to continue with recruit mechanic in future because it's so problematic. They also abandoned inspire mechanic.
