There's more to consider than just constructed. Hagatha sees quite a bit of play, and so getting this as one of your (many) spells from her Hero Power wouldn't be bad late-game when the Overload is more easily shrugged off, and when you might very well have Flametongues or Bloodlusts or Rockbiters or Cauldron Elementals.
A couple 1/1 Rush minions aren't likely to swing anything huge in the late game. But a couple 3/1s? 4/1s? Those can break down pesky Taunts and allow your board to take a nice swing at the face. So even if you never put this card in a deck, you can still benefit from it.
its basically Living Roots but if you compare it with the damage version of living roots then this card is better because you can buff the 1/1s that has rush with things like Dire Wolf Alpha or Flametongue Totem to make its value exceed other 1 cost card however that overload makes it that next turn play is worse than what you could be playing for that turn.
I don't know for sure if this will see play or not, but I DO know for sure that people aren't giving it enough credit. Yes you're losing 1 damage over lightning bolt, but against decks like odd paladin this is significantly better, and who says you can't run both? If we get enough 0-2 mana removal spells, Bogshaper might end up breaking shudderwock Shaman.
Should of been charge instead of rush. or remove the overload and keep it rush. A new charge card for shaman would of made this 1000% more interesting and cool/unique. but apparently blizzard is F.U.C.K.I.N.G. R.E.T.A.R.D.E.D.

It is simply not a card to play on turn 1. Not every card that costs 1 is meant to be played on turn 1. This card is more like turn 3-5 play together with card that offers some card that have synergy with it.
This is a bad card because it's a 1 mana summon minions card that you can't play on turn one due to the overload destroying your turn 2. Later in the game its a highly situational card with low impact - not worth it. Overload absolutely kills this card, it will only be viable if Shaman is given some way to use overload in as of yet unrevealed cards.
Amazing card for a swarm/zoo Shaman. Combo it with Bloodlust and you have two 4/1 Rush minions that can clear most Taunts to let you finish off your opponent.

Obviously meant to synergise with Flametongue/Dire Wolf, and yet it is an Odd card, not playable by the aggro Shaman archetype...
Unless non-Even aggro Shaman becomes a thing, this will not see play... decent for Arena (in the right deck) though.

With Flametongue Totem is a decent removal option, worth 2 Lightning Bolt.
If we get more cards that trigger when a minion dies, like Necrotic Geist, it can become much better.
For now I think is playable, but it can be very good with the right support.
