We all have in our collection bunch of commons, rares and even epics from Classic and old extensions. Some of these haven't the necessary powerlevel to see play and are just worth the dust they provide.
What would you dez, in a (not-so) conservative way for a Wild player ? Either because the card is utterly bad even as a one-of-tech-card, or because something better came out since.
Darkmire Moonkin : because Malygos is better for only 2 more mana
Frigid Snobold : because Evolved kobold is cheaper for whatever combo you think about needing spell damage
Recycle : because seriously ? 6 for a single target where Entomb steals the card (and don't bla bla Priest Druid...) and Mulch at least offers the chance of bad RNG.
...
Any suggestion ? I will update this post so anyone can use it conveniently.
Your examples are not strict powercreeps. For instance, Silver Hand Knight provides 6/6 stats across a 4/4 and a 2/2. This makes makes a difference in terms of trading an aoe. 4/4 is better for trading and survives Blizzard, for instance. I personally prefer Silver Hand Knight to Doppelgangster, and the latter was only ever used for evole shaman. Ancient Mage provides more spell damage if utilized on a wide board, and Even rogue actually uses it. Recycle is single target removal whereas Psychic Scream is aoe. If you wanted to make a comparison, Entomb would have been much better.
No reason to DE commons or rares, IMO. Even if one is "strictly better" than another, there could be instances/decks in which you'd want to run both in order to stack effects or have a higher chance of drawing a card that does what it does.

Life before death. Strength before weakness. Journey before destination.
Tuskar has quite solid stats and they may push, at one point, spell-damage based decks. Sure, there are two other two-drops with Spelldamage, and another one if you are playing mage, but... you never know :P The dust gained through that is abyssmal anyway
I am sorry, but if you compare a Druid card to a priest card, there must be a "bla bla Priest Druid..." objection. Why would anyone disenchant a Druid card just because there is a much better Priest card that does something similar? That doesn't make sense at all. Druid doesn't have access to psychic scream. With the same reasoning you could say that warlock should not play Darkbomb because Frostbolt and Quick Shot are just better. How can anyone argue that?
You can compare Recycle (which is admittedly not a very good card) with Mulch. But then you also have to take into account the differences of these cards. Which you do not do in your present assumptions anyway. Like at all.
I've made some changes to the original post. Anyway, you all seem to say "why bother, keep everything, one day it'll find a way". Meh. A little depressing, imo.

Your idea is good. A list of wild cards safe to DE. However, don't justify them through powercreeps, since many of them are not unequivical powercreeps. Rather, they are simply outclassed. Powercreep is a relatively specific term, whereas outclassed is more general and indicates that one card is simply not worth running due to another.
What about the new worgen 2 cost guy who gives spell power with the same stats as Dalaran Mage? I know the mage sees no play already, and the worgen only appears in even rogue decks, but I feel like that's a strict power creep. I know the worgen swaps its stats, but that hardly makes up for it haha.

A true powercreep, in every angle and aspect of the card, is Plated Beetle as opposed to River Crocolisk, or Dr. Boom and War Golem.
Good idea, never thought about what useless wild normal cards i have that can be dusted (i dont dust legendaries due to the no duplicates thing.

I can help offer some cards for the list later.

Most obvious one though is Plated Beetle vs River Crocolisk. Even though I gueeessss the Beetle can be taken by a Cabal Shadow Priest. Therefore it's not strict power creep. Right? Haha.

Dust 100 commons, get 500 dust. Is that really worth your time?
Epics like Sea Reaver, Brass Knuckles and Poisoned Blade along with legendaries like Hemet Nesingwary and Maexxna should be your targets if you are really desperate for dust and have something important to craft.
