I'm not gonna go back through 17 pages and find the relevant posts that lead me to that generalization but that's the feeling I got from a majority of those in this thread who supported a dust refund.

Please nerf Spiteful summoner. They did the impact to the deck wr wasnt by that much cause the power swing is still huge on 7 mana. Dust was refunded as they considered a nerf to card that the community asked for
Tess nerf isnt inpactfull either but nobody asked for a nerf the card wasnt broken op so no dust refund. In fact most ppl that asked for refund like myself just wanted the 1600 dust to craft cards for competitive decks.
This way they please those that are skillful enough to use tess on ladder, those that like play casual a lot with a very fun deck and others like me that uses tess like one or 2 days per week to have a bit of casual fun. Would i be better with 1600 dust? Hell yeah. Was this the best decision for Blizzard in pleasing the whole community? Yes it was. Kudos to them.
I just don't understand the ned for this changes specially the jungle giants in which almost screwed up HCT players that use the deck. So far i only see Lynesa as an actual bug fix cause apparently she was supposed to cast the buffs randomly from the start. Weird that it took then 6 months to fix that. I just think all of this means some sick synergy next exp and they did this to prevent serious power swings
I firmly believe the only reason they reverted it is because Blizzard staff said she would work like pre-nerf Yogg when she was released.
Sure that's possible, but we will never know and we have only their official statement and I am not a fan of speculations. But does it matter what other reasons they have? It would be interesting, but it is more important that they listend to scream of players and revert the change to pre-nerf Yogg.
I am more saying if that hadn't been said when they released her then they probably would of said suck it up and deal with the change. I am glad they listened to the players but have my doubts they would of if that statement hadn't been made.
Saying it's not a balance change would seem perfectly reasonable to me except that they waited two months after release to change her behavior. That's what is really confusing me: why did they think they needed to change her? The only categories I can think of at the moment are:
A. Balance - Making changes to intentionally affect the power level of the card B. Mechanical - Making changes to basic interactions and behaviors in order to improve consistency and make the game more intuitive C. Bug Fix - Fixing unintended interactions or behaviors D. Arbitrary - Making changes for absolutely no reason at all
They seem, at minimum, to imply that the change to Tess was not a balance change (I don't think they ever stated it explicitly though), so we can exclude that category.
If the change was intended to make the game more consistent, there's no possible reason to have ever released her in the original form. Blizzard's focus on consistency of in-game mechanics isn't new, they didn't just come up with that idea--they've been talking about that since well before the most recent expansion--so we can toss out the Mechanical category.
They explicitly stated Tess's behavior before release, so clearly she doesn't behave in a manner they didn't intend or expect, so toss Bug Fix out.
The only remaining category is Arbitrary. Somehow, I doubt they would actually make card changes completely arbitrarily, so that leaves us with a of couple options:
1. It actually falls into the Balance category and they don't want to explicitly acknowledge it. They made the change intentionally to alter the power level but wanted it to be a "soft-nerf" people wouldn't really notice
2. It actually falls into the Mechanical category. There is internal conflict about what "consistency" and "intuitive" actually means and how it should be applied to the game. As a result, it took some unknown amount of development time plus two months after release to come to a decision.
I'm much more inclined to think it's something that resembles option #2. I could see them trying to nerf cards quietly, but in this case, it doesn't make any sense to me at all. They tried really hard to make Burgle Rogue an archetype; it makes zero sense to me for them to actually be nerfing one of the cards that might make it remotely playable.
Option 2 is really the only possibility left. There must be some serious miscommunication, disagreement, or uncertainty (or some combination of the three) involved here. I honestly don't know what else explains the situation.

You're over analyzing, but your conclusion is correct. Brode wanted pre-nerf Yogg (possibly for fun or power factor, who knows). Whoever is in charge now insisted on mechanical consistency between similar yet unrelated cards (possibly for obsessive compulsive disorder, who knows).
