I'd vote for tirion. He gives you a wide variety of effects that fit most situations, and his only real weakness is hard removal. Silence can also be a effective against tirion, but even silenced he is still a 6/6.
What does that even mean "best standalone card"? Cards are at their best with synergy. I say Call to Arms at 4 mana is the most busted card at the moment.
Cards being best with synergy has absolutely nothing to do with the question. He specifically mentioned STAND ALONE, therefore, you shouldn't need to consider which cards are better when not standing alone....
In team sports like NFL, NBA, NHL, MLB, Soccer, etc., you can easily ask which athlete is individually the best.
Lord jaraxxus because he is value factory, then mal'ganis because immune effect is one of the strongest IMO, then you have ragnaros who will hit face 99% of time if opponent has 8 or lower hp, then i would say DK rexxar because heropower is great, loatheb with great effect, Rin also have value with seals as all 6 demons come from one card, then would say sludge belcher, also kazakus with op spells...dk jaina etc.
Why tarim is not? Because you asked for STAND ALONE card...that said, he is useless on empty board and he need set up which makes him great as NOT STAND ALONE but combo card.

What's the best card, not looking at synergies, or meta decks during the card has to face, or other available cards to run, or historical significance, or how it fared in subsequent metas? A nonsensical question. No card exists in a vaccuum.
I do not agree about Mal'Ganis, he has very weak stats for 9 mana. Without Voidcaller he would not ever see play. He has crazy synergy with Bloodreaver Gul'dan, but that does not make him a good stand-alone card.
It is an impossible question, though, as even stand-alone curve cards are situational.
Loatheb: Bad if you are behind against a minionheavy swarm deck.
Deathstalker Rexxar: No immidiate board presence, and you need a long time to crawl back if behind.
The Lich King: A decent body, but the average quality of his cards are low, and they are mostly situational, some useless.
So... the best stand-alone card? Muster for Battle maybe? Super strong on turn 3, and has combo-potential later to boot. Even paladin does not exist in Wild because of this card.
I would also have to say Sunkeeper Tarim. He's an excellent answer to things like Spiteful Summoner and Mountain Giant coming down early, and he only improves your board as long as you keep pressing your recruit a guy button.
I must say, she's my favorite card, but a turn or two too slow to be the strongest. She's at her best when paired with other cards like Shadowflame and Play Dead.

But on a more serious note, I think Jinyu Waterspeaker could possibly be (one of) the best standalone cards, comparing to some other very good value cards: unlike Rag its also playable unto a swarmboard and unlike Tirion it isnt vulnerable to burn and unlike Ysera/Boom its cost isnt as restrictive or with a delayed effect and unlike OP's haunted creeper triggering a deathrattle isnt necessary to get full value from jinyu. Actually the only situation i can think of i wouldnt wanna play Jinyu is on curve when I haven't taken 6 damage yet (beside the obvious there's-a-bigger-priority sitation), otherwise it's always a good card. Also, one of the only tech cards that work against it is is SW:P, theres no danger of SW:D BGH or Cabal (and idk about newer sets) and its body is low priority for actual removal/burn spells/effects, its really the fact that its immediate effect is almost always helpful that makes it stand out for me. I saw someone comment on Muster for Battle as well and i think thats also really good, valuewise it is immense and with direct impact... except that its weak to AOE/Harrison as well as slightly reliant on QM to be really good.

She is the best when combined with something but as a standalone she is really powerfull too. Basically when she enters the board she changes/disrupts drastically your opponents gameplan in most of cases.

Cards like Ysera or The Lich King come to my mind as some of the best standalones.
