It's not exactly the same effect, if you Faceless Manipulator a minion you played Charge on the previous turn, the faceless'd copy will be able to attack face.
This card is a perfect example of the overblown and problematic ego of the design team. Can't these people just admit they made a mistake and fix it? It should have been rush the whole time. They nerf Charge, making it useless, they print Charged Devilsaur which becomes a highroll abomination. Then they add 'rush' to the game and claim it's a new mechanic. Flying would be a new mechanic, Trample would be a new mechanic - rush is just their johnny-come-lately solution to charge with a shiny new keyword.
it might be an oversight on blizzard's terms, but the card Charge probably needs to be fixed again (for the 5th or 6th time, lol)

No they don't. Charge IS a different mechanic than rush.
Charge allows a minion to swing at the face on the same turn it's played.
Rush ONLY allows a minion to swing at other minions on the same turn it's played.
That's the difference.
