I think this will be better than people think. Obviously situational, but any aggro/zoo type deck should usually own the board around turn 4. If you don't, you're not gonna win anyway.
If even one hat lands on an opponent's minion, it's a bad result: 4 mana to improve your side of the board by +4/+3 compared to the opponent's side, that's worse than a Yeti. And the chance of a hat landing on the wrong side is significant because three are thrown: if you have 4 other minions and the opponent has just one, there is still an almost 50% chance of at least one hat landing on the opponent's minion.
In other words, this card is only good if your opponent has no minions. You can trade to make that happen of course, but after trading you do need to have at least one minion alive to receive the hats, plus you have to make those trades without the buffs. So I think most of the time you're better off playing Defender of Argus instead.
I used him in Arena. I had 3 other minions on the board, two taunts, and that dragon that buffs your other cards at the end of your turn. He gave all three hats to the two minions that my opponent had...two buffs on one, one on the other...I'm never using this card again. It literally cost me the game.
I just played it for the first time in Arena. I had 3 other minions, my opponent had 1. I played Mad Hatter and all three hats went to my opponent's minion. There only seemed to be one "toss" to that minion, so I wasn't sure what had happened.
I guess 1/64 has to happen to someone, sometime...

A good tech card for an aggro deck facing many controls.
Because where the hell is the fun in that lol. Also they’re bringing back the mad goblins that throw things like mad bomber and madder bomber.
Highest rank is rank 2 four stars. Got there with my own deck not a net deck.

Great in aggro decks
RNG+ Useless in aggro mirror. Throw all 3 hats into opponent's taunt and you pretty much concede right of the spot.
Not even worth it in Arena
