It's a pretty strong follow-up to Stone Sentinel. But Elemental decks are Midrage, while this is the effect that is usually useful for Aggro and on much creaper bodies, so it might not work well in the end.
It's pretty expensive for something that would already require a large board to use effectively. I can't see how I am supposed to reliably set up for this card.
Shamans already have Bloodlust to boost the attack of their minions, so if this card does find a home, I don't think it will be with here.
Mages show more promise. Playing this with Frost Lich Jaina active means additional healing in addition to damage, and with Icy Touch, I am all but guaranteed a steady stream of Elementals to buff. This still sounds a bit too complicated, though, and would also make this card a dead one until I play Frost Lich Jaina.
I'm surprised anyone thinks this is good when Stormwind Champion sees no play. The conditional buff that comes out a turn later seems pretty bad. This card will only see play from the random Discover effect when it gives you lethal or just a really good board state. It's not worth actually putting in your deck. If it gave Elementals +2/+2 then I think it would be considered good.
Thank you blizzard for learning the two mistakes of pre-nerf Murloc Warleader. One, way too cheap, you could have played warleader on curve for devastating effect. Two, aura buffs with health are bad for the game.
