There's a deck for this guy... I don't if I like it, but its out there. Like Lady in White, it feels very Prince Kelesethy... so not really reliable (especially with this card). I hope I get a different free class legendary than this one.
I think you'll be surprised how much he does actually compare to Malchezaar.
Instead of playing this to replace your 1-mana secrets with random legendaries, just cut out the middleman and run a legendary that isn't random.
It's paladin, so you're playing Call to Arms. That will pull your 1-mana minions. So we're really talking about secrets here. And if you're playing those, Bellringer should be pulling them.
Well to be fair, I actually have a Baku-deck in mind for this card, where you'll be forced to use a lot of 1-drops (this is the case because you need to fill out your curve more this way, you HP is still 2 mana and you can't play 2-drops. If you run a match in theory you'll brick too much if using too few 1-drops) and you won't have call to arms. Bellringer also can't be in this deck, being 4 mana. This card will make the deck able to hold the board early and still have enough mid- to lategame threats and therefore is powerful in this deck.
In other decks you'd probably be right though. Paladin has other potent options to thin the deck.
Still you didn't explain why I should be surprised how much this is like Malchezaar. I don't think it is. The random legendaries part is (although for a different set of legendaries in standard, being this another HS-year), the way the cards work is very different.
I think this could be used together with Call to Arms, you can up the value of Call to Arms by transforming your 1 drops (assuming you have enough 2 drops).
The more I think about this card the worse it becomes... I mean whats the point of putting a bunch of 1 cost cards in your deck and HOPING NOT to draw them before drawing this card? Often times this card will be just vanilla 5 mana 5/5 legendary because there wont be any 1 cost card left in your deck...
Even if there is 1 or 2 left, there is no guarantee you will get a decent legendary out of it. And I am not even mentioning that you have to run unusual amounts of 1 mana cards in your deck in the first place, there is no point of running this card if you do not have enough 1 mana cards in your deck right?

If you summon a bunch of Silver Hand Recruits and then cast Level Up!, and then they get Psychic Screamed, you can play Prince Liam to make them a little better topdecks.
Or maybe this is good in Odd Paladin? IDK....you're probably right, this card is mostly just for fun.

Legendaries are great and all, but they work well because they are put in a deck that properly can use which Prince Liam doesn't do, shuffling the 3 princes who can't activate their effects, Spiritsinger Umbra with no deathrattles to work with or Malygos with barely any spells to use with isn't good, and unlike Prince Malchezaar who is neutral, does it at the start without messing your deck around, and has slightly higher stats. Prince Liam requires you to inconsistently get him in hand before your 1 mana cost cards for him to properly work.
He will only ever be used in meme decks, or as an additional cards in slower Paladin decks for a bit of fun. And I don't even care that this card isn't an amazing thing that will easily bring Paladin to Tier 0, I care about it being lazily designed bad card that could of had something good like The Glass Knight in its place, and was hoping that it would be a card that would help slower Paladin decks.

Well, that might be okish, but also okish is playing Vanilla Chillwind Yeti cards ( or actually even worse). Essentially that is what you are doing from that point on. Besides the fact that if you don’t draw Liam your deck is completely trash.
He is not a great card! He is the worst Legendary in my opinion.
Pretty good for aggressive decks that need fuel later on. You can run the new secret-pulling minion for winning the early game, then turn those secrets into legendaries later on. The catch is that Paladin kind of don't care about value in the late game because of Divine Favor.
I have seen some Secret Paladin decks posted that use Bellringer Sentry to help get the cards out, and then this card to turn any remaining Secrets into Legendary Minions in the late game where they would not otherwise be very useful. They are apparently doing well enough to compete with the Even and Odd Silver Hand Paladin decks, though since this is only second day of The Witchwood, his continued usefulness remains to be seen.
This is the ultimate meme legendary. Playing it and never gave me a useful legendary. Never. I got 2 Temporus in two different games but not a single good one.
I want to use this instead of Leroy in Odd Paladin... Mostly because I don't have the dust but I think it really can change the game if it goes mid to late. edit: You can always just play Elise the Trailblazer and get Explore Un'Goro from your pack I suppose.

The animation totally looks like a hand giving you the finger.
