Are there any low-cost minions I want to draw? Prince Keleseth comes to mind, but decks that used him had 1-cost minions. Also, drawing him with this card means playing him on turn 5, which is weak even for him.
Playing him in turn 5, or 4 if you coined the 3/3, is not great but ok play, after that Keleseth is just a bad draw, after keleseth the second one have more value because will draw a buffed minion from your deck, this card make keleseth decks much more reliable, the only true challenge is build a keleseth deck without 1 drops.
you could use this to pull buffed stonetusk boars after direfrenzy. I might run this in a potential hunter combo deck. With emeriss, dire frenzy, Stonetusk boar, tol vir warden, and try to go for those 1 cost 8/8 chargers for the otk.
This card seems pretty good in Kingsbane Rogue, especially in wild. Most of the time this card will fetch your Cavern Shiny Finder, which then fetch Kingsbane, this boosting your decks consistency. And if you’ve drawn Shiny Finder it will fetch your Coldlight Oracles so you can draw your weapon and buffsand mill your opponent even faster. Overall it’s probably not as good as Elven Minstrel, but it’s still a great card.
Oracle is rotating to the HoF. Still agree though, it could see play in kingsbane rogue.

Seems garbage. A 3/3 with just "draw a card" is bad, and this is worse since it draws you a bad minion. The only exception is if you have a deck with mostly spells and are looking for very specific low-cost minions, but I can't really think of any such deck. Quest Mage would be the obvious answer, but that deck is dead without Ice Block.
I like this card and I think it has a very good effect. I don't know whether Keleseth decks will greatly benefit from this, because playing your Keleseth on turn 5 might not have a great inpact any more, but all minion based decks will use it. And since you always will draw the cheapest minion, you might even be able to play it in the same turn.

You play Prince Keleseth in maybe a Tempo Even Pally deck? That way you have the 1 mana hero power and can still play dudes as a board option? Hmmmm...seems tough, don't see how 3 drops help in either situation.

What? It works for mountain giants molten giants or arcane giants. Their cost is reduced by how many spells u casted this game and damage taken this game regardless of them being in ur hand or not. Mountain is the only one dependent on ur hand size

No, in decks the cost redution don't apply, only after you draw them, the few times joust mechanic work was decks with giants and 10 manas minions like Yogg.

I wouldn’t count on it appearing in all minion heavy decks as 3/3 for four is bad, and we have a comparable card that doesn’t see play. If you aren’t looking for a key card (Such as Doomsayer or a combo piece) this effect is worse than drawing a random card in most circumstances. Yes you thin your deck, but I would rather draw a better card owl than later.
It sill absolutely will find a consistent place in decks where cheap minions play a key role (combo decks running Doomsayers for board clear, Magee wanting to draw Apprentices, etc). And will have a small spot where draw is just terrible (Hunters may have some good use, but I can’t see a minion heavy mage running it with their other options).

Big Spell Mage, gain armor to become out of reach for burns after you clear the board of one agressive deck is the winning move in this type of match, the 1 mana 1/2 elemental make a key role in that deck for sure.

The problem with a keleseth even deck is that it gives you exactly one non hero power play before turn four. You will be dead before play a card at least half the time.
For Pally, even in a best case scenario, you play a total of 4/4 in stats over the first three turns. Any deck not greedy as fuck will love seeing that.

I could totally see this being playable/good, there are many different things you can do/achieve with this.
