It works like pre-nerf Yogg, so it keeps playing cards even if she is removed from the field.

The problem only Hallucination discover cards, this new legendary is not to play random spells you get with random targets, is much more powerful if you play like N'Zoth, but how get minions with burgle cards instead terrible random spells?
Burgle rogue never see play before and probably this don't change.
This is way better than Yogg when cast sense you know what it's going to play as will as the fact that it summons minions so less chance for failure there but this card way worse to set up playing a lot of random cards from your opponent takes more time than playing spells if thief rouge is good this card is good thief rouge has 3 good cards (Hallucination/Blink-Fox) and this one doesn't necessarily give you cards but is a good tempo swing obsidian shard you however are probably gonna have to play cards like (Lilian-Voss/Pick-Pocket) but if they give you cards to at least be able to replace Lilian then this deck can be good not necessarily top tier.
Even though most people are comparing this to Yogg, I think it's more appropriate to consider it N'Zoth for non-rogue minions. You can most likely get one from Hallucination, Face Collector adds legendary minions, everything else is random though.
What makes this card better is that you can choose to not play risky cards before this one if you are afraid of their battlecries backfiring.

The problem is...
You try a deck need you have perfect curve, too much luck to get a least playable cards instead pure garbage, have time to play and adapt this random cards to situations you face for finally get value for the legendary.
With the time you lost for this setup other classes completed the quest, mages have a full board of small minions and full hand of cards, warlocks have an invencible army of demons or just kill you if aggro.
Just don't work, it is a little better freeze shaman, nothing else.

Now, Tess requires you to play it first for yourself to be cast, which means you already deviated from your own strategy during the game, which may be a sub-optimal choice.
On the other hand, Tess could play minions, which Yogg couldn't (unless summoned).
So Tess is actually quite different and i daresay her only utility is in regaining some board.
But the quantity of randomness involved is overwhelming.
Overall, i think Burgle Rogue has has just been developed in its meme side...
If don't be something very good like 1 mana 1/2 battlecry draw a echo card, 1 mana 1/3 gain +2/+2 when you play a combo card or something like that the rogue class will be garbage for months, maybe the entire year. :(
Ideally, you would want to have stolen a board clear from the opponent and then some minions to reset the board in your favor. The hardest part probably is hoping that between playing Echo Cards for Random Opponent Cards you're hoping to not die from a board full of Doomguards.
Battlecries of minions won't trigger, so it's definitely a Burgle N'Zoth. Getting 2-3 well-statted minions is already enough to be decent. What to do with all the spells burgle cards may give you though...
Whether or not the card is good, I think it's a terrible design if the card completely fails if you queue into an opposing rogue. Really ruins the fun.

Moreover, death knight cards from Arfus and The Lich King work. You might not want to replay some of those but they are always there as a way to get cards from another class, regardless of who you are up against.

The text is not just spell,it says cards. This mean she can summon a minion from another class. Metandefining for sure. Big support for thief rogue

Won't craft it but If I open it i will make a full rng rogue deck to have some fun. Way funnier than Mage's meme legandary.
