assuming it means '' give +1/+2 to a minion'' this card can be quite useful for trading and such or maybe building up a board that even without divine shields can be though to get through,especially the taunts,i can see somebody playing Stonehill Defender turn 3 and turn 4 play one of these twice and boom you got a beefy taunt
Wait why do people think this is so crazy? Compared to Divine Strength it's pretty bad aside from quest applications.
EDIT: I get that you can cast this multiple times but cast twice it's worse than Blessing of Kings and cast three times it's worse than Spikeridged Steed aside from the fact that you can choose separate targets. The only hype I understand is for quest pally.
... Is probably all you need. It seems pretty reasonable, you could run a more traditional control Paladin shell, with just those spells to complete the quest.

I wonder indeed whether the echo spells of this card also counts as actual buff's for the quest.... anybody knows?
It is interesting because it allows you to play a Quest Paladin deck without cramming a bunch of useless spells into your deck.
