The only two classes I can see using this would be a Control Warrior or Face Hunter possibly. Those are the only two I can see as having the hero power upgrade being enough of a benefit for the cost of the drawback.

Priest is interesting as well. You lose a couple of important cards, but the upgraded hero power is quite useful for the class.

This will just provide one more damage to the hunter hero power so it is not really good enough to give up on even cost cards lets say that you use hero power 5 times during the entire game it will provide only 5 extra damage to the face.
But if you use this with control warrior you will double benefit of hero power and you will use hero power more often than an aggro deck.
Upgraded hero powers make missing your 2nd turn less painful. This is similar to how Keleseth fit best in rogue. When a HP on 2 is good enough, you can make those sacrifices for the long term improvement of your game.
Well it's less painful but except the rogue one, none of the upgraded hero powers actually is worth 2 mana, and I doubt rogue will play it.
with the current cards the only class I see playign this card is warrior, and it's just cuase the justicar hero power of warrior is SO GOOD. (still worth less than 1 mana to gain 4 armor in warrior Iron Hide
Paladin, Warrior, Priest and, arguably, Warlock Upgraded Hero Powers are very good for 2 mana.
I am not saying it's a bad play I am saying it's not actually an effect that 2 mana card card would do, but since it doesn't use a card, it's good. and such deck will probably always hero power on 2.
Druid - Probably wants to run their DK instead, plus their hero power isn't that great when upgraded. Hunter - Might be interesting for a hyper-aggro deck that just runs 1s, 3s and 5s (Quest?). Seems unlikely. Mage - Probably wants to run their DK instead. Paladin - Seems like a good candidate. Upgraded hero power on turn 2 is a decent play. Though it costs you the ability to use Equality, Consecration and Call to Arms, a big price to pay. Priest - Another good candidate, if some sort of combo or fatigue Priest is viable. Rogue - Surprisingly also a candidate, since the upgraded dagger is insane early on, Rogue already often hero powers on 2. Though it costs you the ability to use key cards like Backstab, Eviscerate and Sap. Shaman - The only way I could see Shaman running this is if they have some crazy synergy with Spell Damage, in which case this guarantees you the spell damage totem when you need it. Seems unlikely. Warlock - Probably wants to run their DK instead. Warrior - Control Warrior might pick this up, though it comes at the cost of Execute, Slam, Dead Man's Hand and Blood Razor.
Seems applicable enough that some deck will probably find a use for it.
If shaman gets a 1 or a 3 cost AOE this card may entirely revive the class. spell power totem on demand is absolutely game-winning in all aggro matchups
I personally see it in an overload/crusher shaman, as all of the key cards (giant, spellstone, volcano, earth ele) are odd cost. The only cards it loses (on account of this, not rotation) are ancestral spirit and crushing hand, both of which are questionable anyway.
I can see this fitting in only a few classes. Mostly Warrior, Hunter, and maybe Priest/Paladin. The thing is many classes do have valuable even-cost cards that will be hard to replace...
Being able to start the game with an upgraded hero power can be very strong...
Definitely need to see the rest of the expansion set to see how this card will end up. Can see it being a solid card just as much as a interesting but not good enough card. Maybe might be enough to bring back CW
but they still lose arguably the best AOE ever in Maelstrom Portal and that (and spirit claws) have historically been by far the most powerful spell dmg interactive cards, leading to even running thalnos in aggro shaman. lightning storm cannot make up for that.
cant use Dead Mans Hand, DK, Execute, Yip, Rotface, Blood Razor and many more. CW is a dream.
To be fair, a deck that would use this card wouldn't include the DK regardless. Will have to wait and see what other cards warrior gets and what neutrals are released to see how good CW will be.

Also you still have a shield slam/reckless flurry removal (and brawl, gorehowl, shieldblock, iron hide). Worst thing is you cant run dead mans hand -> Quest is still a wincondition. I've asked on Twitter about whether it checks your deck before or after Malchezzar. It doesn't matter for Standard but, well, it's important dammit.
