This card is pretty much obscure while keleseth is in standard. The limitation is easier for keleseth and you cant draw a shitty 9drop. I cant see a deck full of 1 and 3 drops that wants to play this over keleseth. The card will eventually be good in wild when theres like 10k cards and you just want a better hero power. idk, seems bad. And loosing 3 sets sure doesnt help this card

Actually with fewer cards in Standard there is much more room for "bad" cards.

Warrior: Maybe? We all saw how much warrior liked Justicar Trueheart, and a lot of the good Warrior cards have odd costs (Shield Slam, Reckless Flurry, Brawl, etc). Times have changed, though, since Justicar was in Standard, and it's hard to see Warrior having the time to press the button very often against aggressive decks.
Paladin: I doubt it. Most of the really good Paladin cards cost 2 or 4. It's hard to even go for Silver Hand Recruit synergy without Lightfused Stegodon.
Hunter: Dealing 3 damage instead of 2 is not worth crippling your deck over.
Druid: The upgraded hero power is kind of like that of Mage. However, Druid probably needs its even cost cards even more than Mage does, since without Wild Growth, Wrath, Swipe, Spreading Plague, and Ultimate Infestation, you're kind of stuck in the mud.
Rogue: You were more often than not going to use your hero power on turn 2 anyway, so getting more damage out of it is extremely enticing. We saw from Prince Keleseth Rogue that Rogue can do without its 2 cost cards, and the only other cards you'll mind losing are Backstab, Elven Minstrel, and maybe Preparation.
Shaman: I will give a standing ovation to anyone who can make this work.
How can it be same if Justicar upgrade your STARTING hero power not hero power alone...cause why they would prit same effect with this big downside... I am 99% sure that this can upgrade all heropowers!!! Including DK', Jaraxus, ragnaros and new heros that will come out with this expansion!!

This upgrades your hero power at the start of the game, not when you play it.

Any kind of control deck I think would hurt way too much from the loss of even cards.. but a hyper aggressive hunter deck with only 1 and 3 drops could work.. throw in leeroy.. it depends on the rest of the meta.. but a deck without healing is going to have a hard time dealing with that 3 damage a turn

I'm guessing the effect is meta defining and will probably create cw and face Hunter t2-3 decks at the very least. The body for it's cost is super awkward though, surprised it's not a 7/5 for 7 to bring it closer to Greymane.

Every time we've had a "if your deck is restricted by X, here's a strong, permanent effect" card, there's been a deck to find a way to make it work. This card is unlike the others because it ALWAYS takes effect, instead of having to draw it first.
Priest and Warrior were the ones who wanted Justicar back in the day. Wouldn't surprise me to see a deck from them using this card. Especially in Wild, where you have a much bigger card pool to work around the restriction.

Maybe some kind of more controlly dude paladin? Seems like most of the important cards are odd mana, and putting out 2 dudes every turn seems like it would exhaust enemies control
Dude-adin may yet survive rotation with this. infinite 2-mana lost in the jungles has potential. However, not being able to play Call to arms will probably preclude paladin from using this card altogether.

Let's go down the line, shall we?
Mage: Secret Mage and Quest Mage immediately lose interest for lack of Sorcerer's Apprentice and Arcanologist. Big Spell Mage perks up its ears; Dragon's Fury, Flamestrike, and Dragoncaller Alanna are all compatible, and having a way to remove early threats without needing the Frostbolt you couldn't run anyway is quite nice.
Priest: Now your hero power and emote is even more OP! Yeah, probably not.
Warlock: With the most powerful heals in the game in Dark Pact and Lesser Amethyst Spellstone, I don't see why warlock gives a darn about having Life Tap instead of Soul Tap.

I can already feel this changing up the quest druid. Could drop the dk hero card. Interesting

Losing call to arms, station and taurim is too much I would say. I think Greymane has potential for dudedin though
