While it does not automatically look like that bad of a card, my first question to you is ; where would you use Runespear? I think this is where the problem begins. There's always the consideration of cards like Majordomo Executus (my beloved domo ♥) but why I consider Runespear to be the worse card is simply the fact that Domo is a controlled effect and not random ; you can rely on it going off, and it opens up possibilities to give it to the opponent, or play something like Awaken the Makers, you know, it can be planned around. Runespear is just 8 mana 3/3 which chooses from a selection of mostly terrible Shaman spells that come with Overload for no reason, and you can't target it. Unreliable nonsense. Yogg is better than Runespear because it often casts more than 1 spell at a time, allowing the possibility of miraculous comebacks by stacking enough good spells to turn any game, and Yogg was always clear as a hail Mary, so you're clear when to play it. Runespear just casts random shaman crap spells at random targets, I'd be afraid to swing with it when I'm ahead on the board. Sure it's discover, but that helps only a bit.
Just bad design, draw this card on 4 and your winrate explodes, especially against classes left with weakness to combat the board that early, like Hunter and Rogue. it's also pushing further the mysterious Paladin agenda of being aggro and murloc. I'll never get what they plan for Paladin's identity except it being a class you despise matching up against.
When I think of the worst card in HS, i have to think of a card that is so bad that you wouldn't play it regardless of any situation. Some bad cards still have applications. There are several cards I want to say (Stablemaster, Sacred Trial, Bolvar Fordragon, Cogmaster's Wrench, Kidnapper, Cyrostasis, and more) that you can justify for being the worst card but the one card i believe that is the worst card in the game is Junkbot.
5 mana 1/5 for an effect that can only work if you have a board that you want to actively get rid of to get value out of this card. And what if you don't have a board? you just going to play a 1/5 that does nothing useful for 5 mana? No you wouldn't. Even for mech decks you wouldn't want to play this card because Mech decks are a board centric kind of deck like Murlocs, so getting rid of a board to get value off this guy is stupid for an effect that is mediocre in all honesty.
The worst cards in the game are the ones that have similar cards that are strictly better and STILL don't see play, like Magma Rager and Booty Bay Bodyguard
Because that is a card no-one dares to speak bad of. It is just too OP for it's cost ........ same goes for Silverback Patriarch, you just leave these cards alone .....

Majordomo Executus for how negatively it affects your winrate when played. Same goes for Unlicensed Apothecary, Cursed Blade, and Flame Leviathan, amongst others.
