This will be a really good card in Arena. I call it, getting an additional Primal Glyph / Flame Strike / Blizzard / Fireball / Cabal Tome.... Yeah, there are a lot of powerful mage cards, and if you are not hard pressed, you can wait for extremly value plays
better Shifter Zerus for spells. It's more limited to mage spells which often are good.
I like this card in arena. You wouldn't choose this over a Primordial Glyph, but if you lack a board clear and choosing between this and a Frostbolt for example. I'd probably choose this for a chance at value.

I'm not sure leyline works with this card. Shifter zerus is always shifter zerus in your hand, it displays a minion and then transforms itself into the minion only if you play the card. Right? So as long as this is in your hand, the game considers it is shifting scroll and nothing else. Right?

Shifter Zerus isn't Shifter Zerus while in your hand. It actually changes into that minion at the start of every turn. It also gets the discounts from the cards it turns into and carries them over to the next one. So it's totally possible that Leyline reduces it's cost by 2 for all the cards it will turn into in future turns.
Also, it's so weird that it has no card cost itself. How does it work with the new "joust" mechanic for spells, like the Raven?
When Shifter Zerus becomes Bolvar Fordragon he does gain the buff and carry with him when he shifts again, so my guess is that discounts are applied and carry over to whatever spell it shifts into.

If you reduce the cost with Leyline Manipulator, does it carry over when it transforms? If so, could be very nice.
