Compare to Disciple of C'Thun which only saw fringe play outside of C'thun decks. There's a reason decks play cards like Holy Smite and not Arcane Missiles... this card is bad.
I'm pretty sure this is just a card used by the dungeon run boss, and not an actual collectible one, as if I remember correctly all the uncollectible minions in the dungeon run have gems despite that. (With the exception of the Treasure minions.) I realise that I could be wrong, and therefore am going back and re-watching it to check. If I am wrong, than this is certainly a misconception caused by the fact that when first seeing the card it wouldn't have crossed my mind that it could be collectible based on how useless it'd be in constructed and how overpowered it's be in arena.
Actually, as far as I can see there aren't any "other" non-treasure uncollectibles in the runs, and I can't remember any, (With the excepting of the little rats from the starter boss, which are tokens, so are an invalid tell.) so that heavily suggests that it is a collectible card. (Though Brode didn't comment as such.)

Vanilla 2/1 is less than 1 mana worth. Arcane Missiles is worth less than 1 mana. This card is no way worth 3 mana, even if you use only one card instead of two. Would be an incredible card for two mana, excellent for arena, not good enough for constructed. With 3 mana, it is still dust it. As you don't need it in your collection to draft it in arena.
If it was only minions it'd be good, but the omnipresent chance of hitting the hero ruins it. And unlike Mad Bomber, it doesn't have the on curve stats to back up its unpredictable effect.

This is good imo. The fact the damage hits only enemies makes this a good turn 2 play.
A Mad bomber that doesn't betray you. Still bad though probably safer to just run Disciple of C'Thun

Flame Juggler was good because it could steal the tempo on turn 2....this won't really do that consistently on turn 3.
edit: maybe, just maybe it's usable by shaman with Murmuring Elemental?

That's the math: 1 for the minion + 1 for the neutral arcane missiles + 1 from the arcane missiles draw and the extra slot on your deck

Not sure I'd even play it at two mana.
Twilight flame caller and disciple of c'thun looks so much better and they see zero play.

This card might actually be playable now. Possibly killing 4 Silver Hand Recruits with just one card is pretty OK at the moment.
Thread resurrection much? But it does see play in some variants of Shudderwock shaman.
