8 mana, 3-1 weapon that recruits one minion...very bad! (I take into account that every deck will run at least one source of weapon removal).
Given the low quality of the Legendary weapons revealed, I would be very surprised if everyone suddenly starts running removal.
Everyone was running removal when Pirate Warrior was still a thing...
Many decks will have one of the new weapons equipped, especially rogues who got a very OP weapon, so for that reason alone everyone will run at least one source of weapon removal if their tech contains at least 1 tech card slot. Trust me.
..because Pirate Warriors ran a lot of weapons and weapons were important to their playstyle. Rogue weapon is not OP and is actually particularly bad in the prevalent Rogue deck (IE: Tempo).
Don't trust you, think you're entirely wrong. People will run removal initially as the hype around the weapons ramps up and as soon as people figure that the general power level of them is low, people will remove their removal.
You plan to play this weapon, because you say weapons are overrated and few people will run removal? If everyone thinks like you do, then everyone will soon run removal. The meta will shift back and forth a lot and removal will be added and removed aswell as weapons will be added and removed. Either the new weapons are all bad and no removal will be played or they are good and a lot of removal will be played. Then the first Tempo Storm Meta Snapshot will basically decide what will be played and what not.
And regarding Rogue Weapon: You are 100% wrong, the weapon is a lot better then the hero power, it has 1 more durability and it will serve as combo card, even if it will never be buffed. It is an auto include into all coming rogue decks for the next 27 months.
