Neither nor. It does work like Sea Giant , but restricted to Dudes and not minions in general. All Silver Hand Recruit need to be on board. And only as long as they are, the discount is available.
Alright, so THIS is what all the Silver Hand cards were about. Depending on when you draw the card and how many silver hand minions drop before then, you could easily play this thing quite early on for some decent pressure on your opponent. Anyone who gets this in their starting hand alongside Lost in the Jungle is easily going to make their opponent's turn 3 a living nightmare. However, the card loses some of its power later in the game, and it isn't a very good tool against Aggro unless it gets buffed with a Taunt effect like Spikeridged Steed. Depending on your deck's synergy (especially because Vinecleaver, Lost in the Jungle and Lightfused Stegodon are all viable arena cards), this card could also have potential in Arena too.
maybe they made more rares for arena balance? also if this had taunt it would be insane, but sense it doesent i doubt this sees play in standard. probably an insane wild and arena card

the card is nuts, and so the artwork. with new Unidentified Maul (champion's edition) might be pretty gud. with Stand Against Darkness you can play 2 cards for 6 and gain reasonable board. In any case, If this gets discounted even by 2 it is very strong turn. Very cool card.
Can you cheat this out via Call to Arms? I'm not sure if this card gets its reduction when it is still in your deck? Does it have to be in your hand for the reduction? Does Recruit even acknowledge mana reduction? Anybody?

No, the base cost of the card is 6. The card says "Costs (1) less for each Silver Hand Recruit you control." You control something when it is on the board. When you have 3 Silver Hand Recruits on the board (for example via Muster for Battle) the cost of Crystal Lion would be 3 mana. Recruit takes a minion from your deck and puts it on the board. Usually only cards that are in your hand are cost reduced, Emperor Thaurissan is the best example. Correct me if I'm wrong.
Addition: The card needs to be in your hand for the cost reduction.

as a paladin main I’m beyond frustrated. This is a worse thing from below. Why does Paladin always get worse versions of other classes’ OP cards?
Every single possible combination and decks I think for pallies for this expansion comes to this question. Does it get countered by Psychic Scream or not? I just hope the last card for pallies saves the day for the class.
Considering most ways to summon the recruits end up being 1 mana per recruit (besides the 1 mana 2 recruits and hero power 2 mana 1 recruit). However I suppose another question is how good is this card for 6 mana? Well since it's just a 5/5 with divine shield it would be a pretty good 5 drop but I suppose it is a mediocre 6 drop. So if you just have a recruit lying around when turn 5 happens it's decent tempo. However if you combo it with cards like Muster for battle, lost in the jungle, or defend against darkness sure you got a mediocre 6 drop but you basically just played those spells for free.
It works pretty well if you can make the recruits good. If not and you can get a single recruit or two to stick around it's fine. 5/5 divine shield is pretty good in arena. It's just probably not going to be broken enough to see constructed play.

Turn 6 stand against darkness and this for a 10/10 stat layout. This is going to be annoying
A little drab, but should be good in arena, maybe?

Barely playable. If it would work similar to Thing from Below it would be far better.
