tempo rogue was using oracle cause it wanted draw, this card is much better than oracle cause it doesn't draw for uour opponent, also it draws minions which are draws in keleseth rogue than spells. auto include in the deck.
I think it could be a solid inclusion but Oracle isn't an auto include now, so I am don't think this will be an auto include.
oracle isn't auto include because of it's drawback(drawing for the opponent, the deck WANTS card draw but can't afford a card draw that drops the tempo gain massively like mimic pod (without prep) and won't have cantrips cause they don't give much tempo.
the deck also currently has no real4 drops and the slot is very open for different cards, also works well with the new minion on 4 that draws 4/4s if Psychic Scream becomes popular you want more card draw to reload the board ASAP so card draw is very strong, not to mention it draws MINIONS as I said so it draws your buffed ones by keleseth.
Also the card is very good with shadowstep which the deck sometimes have it as a dead card.
Oh yeah I agree the card is quite good and I think quite strong in Tempo Rogue, but auto include? We'll see. It's really gonna depend on the meta. Currently Tempo Rogue is a high tier 1 deck with little to no card draw, so for it to be an auto include the new decks that hit the meta will need to incentivize rogue into card draw.
seeing as priest will probably be everywhere (at least in the first weeks.. we will see.. STB was released in the last dump of cards and defined the metagame) you would want some card draw to fuel after the repeated board clears.

I see lots of people talking about this card in comparison to Arcane Intellect. I don't think that's a very good comparison. A better analog would be Arcanologist. If you look at this card through the context of Miracle Rogue, it does he exact same thing as Arcanologist. In Mage, you don't actually want to draw secrets, but you want them on the board. The reason Arcanologist is so good because when you play it and pull a secret, you improve the quality of your deck. In Miracle Rogue, you generally don't want to draw minions, but you need them to win, so when you play this card, you make your deck much better.
Just as a side point, this card isn't good enough for Tempo Rogue for two main reasons. (1) The deck doesn't have many cards you'd want to remove for a 4 mana 3/2. (2) Why aren't you just playing Coldlight Oracle? It costs less, you can draw your Coldbloods and Shadow Steps, and you don't need to combo. Sure, you draw your opponent two cards, but you don't really care all that much. You're not going play it in the early or mid game anyway. Both a 3 mana 2/2 and a 4 mana 3/2 are too slow to play early, you'll want to play them late when you're running out of cards. On top of that, you can Coldlight Oracle and Bonemare in the same turn.
This card will only see play if Miracle Rogue becomes a thing, which is possible.

A little late to the analysis, but here's my personal take on Elven Minstrel.
I believe this is the first Combo effect to feature drawing cards. It's interesting to have a card that needs cards to make cards.
