Psychic scream will be the most oppressively strong card, but that has more to do with how powerful Raza priest is given tons of time to stall than the card itself.
I would have to agree that Leyline Manipulator is probably the strongest singular card. It means you don’t need the quest to OTK anymore in Mage, so that means a lot of card slots are available for better defensive tools since you don’t need babbling books and cabalist tombs anymore. You can probably just cut those and replace them with frost nova/doomsayers. You still need to cycle a lot to find all the combo pieces but the deck will be better defensively so you’ll get an extra turn probably on average to draw into it, which can make a huge difference.
As a longtime player of Dragon Priest my vote is for Duskbreaker hands down. Of course Kobold Librarian is a stupid strong card that will be an auto add to most warlock decks and is a close second. Leyline Manipulator is a distant third due to being somewhat situational.
In order, Duskbreaker (which I'm becoming more and more convinced is the most powerful Hearthstone card ever printed), Vulgar Homunculus (which basically single-handedly makes Zoolock viable), Psychic Scream (No explanation needed). Honorable mentions go to Leyline Manipulator and Dragon's Fury, with my dark horse pick being Val'Anyr, which has potential to make Control Paladin truly insane.
Between Duskbreaker and Psychic Scream I think I have to give the edge to Psychic Scream because that card can (and probably should) be used in literally every Priest deck probably from the moment it's released until the moment it rotates out. Duskbreaker, while insanely good, is only insanely good in dragon priest. In other priest decks, it's only marginally useful and that's assuming those other priest decks are even running enough other dragons to allow it to trigger.
Card goes in everything that wants value instead of tempo. Extremely versatile. May not be the most powerful card in the set but from a design standpoint it's my favorite.

I was actually going to write the same thing. It's the only card I currently know I'm going to craft for sure.
Paladins have so many buffs, making this card utterly crazy when you finally draw it on turn 7. Also this card nerfs Evolution Shaman, and actually protects Tirion Fordring from silences (because your enemies will be trying to silence this first!).

I think kings bane might have one of the biggest impacts on the meta allowing rogue to be high tier other than the regular Keleseth tempo rogue
