You could use this card to prevent your opponent from doing a lot of stuff next turn.
I mean, you have couple of minions, its the 8th turn, you play King Togwaggle and end your turn, they will most likely swap back and they will be left with 3 mana :D
Or they use a board clear in their hand and swap back later.
Ya. Only pure combo decks and Razakus NEED to swap back ASAP. All other decks can afford to use your cards for a few turns, even if they are garbage.

Does anyone know what happens if you play Togwaggle with Brann on board? I assume the net effect is giving your opponent two useless cards (or at worst, two 5-mana cards they have to play just to clear up hand space), and they have their original deck.

as someone who tried this card extensively, in reality he does nothing for you unless you build a whole deck around it. and even then he's mediocre at most in an already underwhelming deck.
There are some pretty good OTK decks you can build around him, such as the Shade/Ancient Curse combo that can deal over 40 damage to the opponent's face.

These decks are definitely doable but I find the most fun application is the permanent deck swap. I run a high-draw druid deck that self mills once I gain Togwaggle and two Naturalize. Then I swap decks with them at 10 cards in their hand to ensure I keep their deck. It only wins like 25% of games but it's a blast getting to steal warlock decks from them.
