The card is very good. First of all, this is 2 mana 2-2 which is decent. It almost certainly draws you a card against aggro decks and 2 mana 2-2 is enough tempo against control decks(druid and paladin for example). Moreover, it reveals useful info about the deck you're playing against. Overall, very good in tempo mage, kazakus mage and even in some heavy spell based decks.
It's just crap, you have too many cheap spells for it to do anything good. 50% of the time you'll just be playing a 2-cost minion in the start of the game, and in long games you probably don't even want to draw.
You can go pretty low against most aggro decks, and even against some control decks. Razakus for example runs a ton of spells that cost very little. I think it's actually safe to run cards as cheap as Fireball and still have decent consistency from this.
But the question is, what's the point? Why would you want to draw expensive spells on turn 2? You'd need some way to cheat out those cards, otherwise you'd just have a useless Flamestrike in your hand for 5 more turns. Cards like Arcanologist (granted, that card is busted) will give you a card that's playable as early as turn 3, and it thins your deck so you are more likely to draw those expensive Flamestrikes for when you need them, and when you have the mana to cast them. A 2/2 that draws you a card that you can't even use also is suicide against any tempo deck. Why not just run cards like Arcane Intellect if you want to draw your expensive spells faster?
I think this card will only see play if there is a deck with serious synergy with high-cost spells. You want cards like Medivh, Solia, etc.

I don't know if you play druid or priest vs mage, but you do not keep cheap spells verse mage. Druid will keep wild growth and maybe jade idol, and priest will dump them all. Priest doesn't want cheap spells verse mage they want their combo pieces and cycle.
Also mages don't play flame geyser, counter spell, or even polymorph very often.
In burn mage, where this card fits best, you only run 2 primordial glyph, 2 ice block, 1 ice barrier, 2 frostbolt, maybe 1 volcanic potion, and 2 arcane intellect of the cards you mentioned.
Additionally the reason this is better than loot hoarder is twofold. One, this is a battlecry which means it is more relevant in the late game and is a higher tempo card. Two, this is 2/2 which means this requires an actual card to kill it where as loot hoarder dies to mage/rogue/druid heropower.
Another boon for the raven is that it is really good verse aggro because all of their spells are generally cheap at around 1-3 mana.
Finally, in the rogue matchup in particular it always draws a card because rogues only use 0-cost spells.

Why not both. Arcanologist gets the 3 mana spells drawn before playing raven, have a higher chance to hit strike or portal.

Keleseth Rogues do not use fan of knives and at the moment it is the most popular rogue deck if not the most popular deck in the game.
Change my mind, in the right deck never fails to draw a card, more than 10 times in a row I draw one of my big spells.
This card don't compete for slot with arcanologist, both are very good depend what you want, secret or big.
