I know that this looks really bad right now, and if this is all there is to the card then I'm definitely not crafting it, but I'm a little surprised that not a lot of people are considering the possibility that this could be good after all the cards are revealed. It's very possible that shaman could get an ultimate infestation tier, high cost spell this expansion and best case scenario it has no targets. Hell, I can't imagine any other reason why Team 5 would make this 8 mana. And alongside that, it's possible we get more untargeted shaman spells this expansion to make up for all the other randomly targeted options. We have some evidence of that with the new spellstone that only targrets friendly minions.
The strength of this card is completely reliant on what we get this expansion, so I'm gonna hold off judgement until all the shaman cards are released.

There will be 34 discoverable Shaman spells in Standard. Approximately six of those are spells I'd almost never want to cast. Nineteen of them (almost 56 percent) are spells that cannot possibly backfire on you under any circumstances. The chances are very, very, very slim that all three of your discover choices are going to be in that small group of bad spells.
These odds vary based on the state of the board, obviously, but you need to factor that in when deciding whether or not to attack with the weapon.
Public service announcement: Runespear is a bad weapon. Really bad. It did nothing the three times I swung it. It actually helped me opponent stay alive longer because the spells I got were terrible. That 8 mana could have closed the game with better cards.

This is actually the most valuable weapon I have ever seen in my life. I don't know how can people be so ignorant, so vulgar for calling it bad.
I got so happy, when I got him in one of my packs instead of those overrated Aluneth and Val'anyr weapons. This is so precious, that I don't allow anyone, including myself, to open the collector's packaging, to let the fresh air of a new legendary card to go out and then to lay their dirty hands on my shiny weapon. Just look at it - The Runespear! No, scratch that, you are not worthy to look at this precious!
From the start I didn't want to use it, just so I won't break it. I wanted to keep the durability of he weapon as much as possible. But I'm fearing, that someone will actually decide to play with it and to ruin the collector's value. So, as much as it hurts me doing so, as a gesture of sacrifice and of gratitude towards Blizzard for making such a well designed card as this one, I'm planning to return them the holy object, so that it will be safe and sound standing on a silk cushion. Blizzard understood and accepted the gift, but they wanted to compensate me for taking care of it as if it was my own child. At first I declined, because I would never consider exploiting and profiting from a holy object as this one, but they insisted. I only accepted a symbolical (humble) reward and they offered me 400 dust.
So now I'm planning to spend the dust on charity, so that I can help a poor Voidlord to finally find a home in my deck.
Pray for The Runespear. Thanks for giving me so much to live for.

We all agree Shaman sucks now. But you just can't say Blizzard hates Shaman.
Shaman and Priest have the same problem. Their basic and classic cards are pretty bad, so their power relies on new new sets.. Shaman had its moment. And God, Blizzard gave him love!

PLEASE NOTE: I never, ever said it was a good card. I was merely pointing out that the Shaman pool didn't contain as many truly bad spells as Provataki was saying, meaning it's not going to utterly backfire and actively harm you most of the time.
But yeah, it's definitely not worth 8 mana.

How does priest get a 3 damage board clear with a 3/3 body, for 4 mana, at rare, but shaman get a 3/3 weapon for EIGHT? At legendary?!

When I got it a few weeks ago from a Arena pack, I really was hoping the Shaman legendary weapon would be something along the lines of Skull of the Man'ari, a card I crafted on Day 1 of the K&C release. A 5-drop weapon that I usually coin into on T4 and then Medivh out by T10. Instead, I'm looking at this card and I can't believe how expensive it is for a 3/3 weapon (forget that it does something utterly useless like Tortollan Primalist , a mediocre 5/4 body with identical card text). At least after TP does it's battlecry, you can move on from the RNG wreckage and evolve your board or simply Unstable Evolution again and move on without missing a beat. Even Medivh gives you a 7/7 body and a really useful value-generating weapon. But this is ridiculous...the card text is ALL wrong from an RNG standpoint, regardless of whether it's an Evolve Shaman or Overload -based deck (the two most popular archetypes in the current meta)...assuming the The Runespear remains an 8-mana legendary:
For Evo Shaman:
1) 3/3 weapon (Atiesh-like)- "Each time the hero attacks a minion, summon a random minion that costs one more than the target"
or
2) 3/3 weapon (Primordial Glyph+Acidic Swamp Ooze)- "Each time the hero attacks, Discover and cast a spell on the opponent's hero, then silence then destroy the opponent's weapon"
For Overload Shaman:
1) 3/3 weapon (Jade Claws+Guild Recruiter+Eternal Sentinel)- "Each time the hero attacks a minion, recruit an Overload minion from your deck and unlock your overload crystals"
or
2) 3/3 weapon (Primordial Glyph+Eternal Sentinel)- "Each time the hero attacks a minion, Discover an Overload spell and cast it on the opponent's hero, then unlock your overload crystals"
Honestly don't know what Blizz game devs were were thinking...
Sucks that they printed it as is. Blizzard hasn't ever buffed a card, have they? It seems like they could have removed the "random targets" condition and the weapon still wouldn't be that powerful.
