Shadow Ascendant is strong and was seen in a few recent Priest lists that weren't Big/Razakus/Dragon.

First, we are having a discussion which is relevant to the topic and second, what about the other cards my friend? Did you suddenly forget about them? LMAO.
To be fair Summoning portal actually used to be a really strong card in early hearthstone. It used to cost 3 mana and if you managed to get it out turn 2 with the coin, because removal was a lot more scarce back then it would stay alive and manage to allow you to get out some really big threats early on. It used to be run in early handlock and it was a way of getting out your Twilight Drakes early and making it easier to summon your giants. However the card got hit with the nerfhammer and at 4 mana it is basically deadweight.
I remember Stonehill defender being an example of a card that was pretty much dismissed as bad when it was first revealed in Un'goro, than in the un'goro meta people quickly realised that in paladin this card was super good because paladin tend to have pretty good class taunt minions and people even started to call it broken and cancerous.
Underrated cards tend to not be underrated for long because once people realise that the card is good than they get played like crazy. Pretty much most of the new cards that are doing well in the meta were underestimated because when most cards are first revealed in a new expansion, the community usually dismiss most new cards as unplayable garbage until they are proven to be strong.
I will actually list Tracking here. Few of the good players recognize what a powerful card this is, but a majority of the bad players can't see the digging power of cinnamon toast crunch. This card is very good in Midrange Hunter, and would be insane in other classes.

Oh man, I love this topic! I always wanted to make a list of all the cards I think are very underrated. The one card that for me, although I never use it, that jumps out as being extremely underrated is volatile elemental. It creates such sticky board states when played in the early game. Especially in this meta, that is mostly board centric, it serves as a mini obsidian statue.
I'll go with Piranha Launcher for underated card. This weapon is weak if you want to play a fast hunter but for a slow hunter that rely on having Beast on the board, this card is great. Need a buff target for your Crackling Razormaw, Houndmaster or Bonemare? Make a Piranha on the board then buff it.

He's just one of those guys that hangs around the threads and acts like a giant douche, it's his thing.
I've always liked Hunter's Mark, too bad it doesn't really fit Hunter decks right now. But still a strong card that has some pontetial in the future
on topic please. i might have overstated "in top tier decks" but regardless, almost none of those cards is underrated.

Menagerie Magician . I play this card in Murloc Paladin with Golakka Crawler, Gentle Megasaur, Cobalt Scalebane, and Spikeridged Steed. I almost always get at least 2 buffs out if it which is insane tempo. 5 mana 8/8.
I would say Small-Time Recruits is a bit underrated, it's never dead like divine favor can be in aggro pal

Don't get me wrong. he's a bad card, but he's significantly better than most people give him credit for. He's far from the worst in the game.

I’d say Hadronox. Its really strong in the right deck but a lot of people consider it trash.
