Is there a crafting tier list like this for epic cards?
Not really, but there is a list of recommended neutrals at the bottom of the OP.
We will consider one in the future, but it is a lot of work just to keep the legendary list updated, and crafting the right legendaries are the most important decisions.
Im on the fence between Big Spell Mage, and Quest Rogue...
Missing Alanna, Jaina in one Deck, and The Quest (caverns bellow), and Sonya in the other.

Offmeta niche decks, both of them... I have not seen quest rogue for ages, except some stream, but I lost to big spell mage recently, and the archetype has some buzz around it atm, so I recommend that;-)

Amm, I don't know what the appropriate definition of fun is, but:
Frost Lich Jaina is a safe craft for sure. The DK is just so powerful, every control and value mage deck profits from her. Alanna - dunno how the meta will look in 2 1/2 months from now, but I'm not really convinced by her power, she just looks kinda slow imho (even against control).
As for the Rogue package - I haven't played the quest before the nerf, nor after it and I'm not sure how much satisfaction you will get from the few games, where you will execute your game-strategy. Sonya, however, is another case imho - kinda slow, but efficient, and fun. There are a lot of combos to explore with her. I personally play her in Jade Rogue, but you can always take a look at Dane's channel and play the Big Rogue deck.
Tl;dr - imho you should go with Jaina in all cause, because her power-level is above the others'*. If you are more into wacky stuff, then the rogue legendary could be the considerable choice.

So I'm a low budget player, not exactly free to play, I get a $20 card every 1 to 3 expansions. I've been playing since Blackrock Mountain, so my collection has always been in the "nearly complete" stage I can keep up with the meta but if a specific deck gets too powerful/popular, it's down to the card packs weather or not I can play it. The thing that hurts me the most will always be the epics in my opinion.
Anyway like the title says I got a Golden Al'Akir the Windlord today, and I've been playing since the release of Blackrock Mountain, this is actually my very first Golden Legendary ever. Now I don't care about goldens at all, I'm not a whale, and I don't care for the aesthetic of the golden animation, so I never crafted a golden legendary because I would rather want to have 2 legendaries instead of one. I'm also not going to get nostalgic about this being my very first Legendary, like I did my first Legendary Gruul and keep it just to be nostalgic and keep it.
What I care about is having as big of a collection as I can, and having fun playing the game. It's for that reason I don't attempt to climb ladder with whatever meta deck there is, if it matters my highest rank I've ever gotten with this "fun deck mentality" is rank 8 with 2 stars.
So with all that said, I don't mind disenchanting the Golden Al'Akir the Windlord I just want to know, if I should, considering the new No Duplicate Rule that Blizzard recently added. With that said I'm going to put in a poll, and see what people have to say, I most likely will not follow the poll mindlessly, and I will be putting thought into it after the poll is done, and coming to my own decision depending on what people say.
Keep it. If it ever gets HoF'd you get to keep it and you get full dust. (unlikely, but it's a reason)
If it ever gets changed you can dust it for full crafting value.
Keeping it means you won't draft another al'akir, might be good if you're looking to collect more of the classic legendaries.
Dusting it now and crafting another legendary is inadvisable given than the current meta will last 3 months tops from now. If the crafted legendary becomes crap, then you just turned 3200 dust into 400 dust. RIP

i agree with the first comment, even though i have a lot of the best legendaries i still dust all golden cards, they're worth twice the amount but do nothing except look different, also al akir is trash
if you already have the important classic legendarys and a lot of foresight keep it. Its a classic legendary that will one day be used somewhere guaranteed. Also shaman is bad enough right now that they will probably be excessively buffed in the future, its just the blizzard way.
I honestly don't understand why you would call Al'Akir the Windlord trash. Have you ever even played that card? It might be bad in Standard but in Wild is definitelly has it's place.

If you don’t care about golden cards... absolutely. You can craft a meaningful legendary instead.. and if he ever becomes useful, you could craft a non-golden version with no net dust lost.. I personally love golden cards, but I’ll be the first to dust one for a more useful non golden card
The rule of thumb of golden legendaries is to first experiment with it. After a few tries with the deck, you then decide whether or not it is worth keeping. Also, take into consideration if you have any other better cards you want to craft.
In standard it looks and feels terrible, hence I called it thrash. Wild? Not sure, I've never played a game there, albeit I will. I simply can't leave C'Thun and Yogg-Saron, Hope's End. They are too close to my hearth ._.
Lastly, yes, I've played it. In elemental shaman during both KotFT and KaC through discovers only. You know, F2P player that doesn't grind, so I can't have everything. He always felt terrible to discover, especially looking at how big the board already is. For me this card is not enough threatening for 8 mana and the instant damage he offered never mattered that much. Sure, evolving a minion into it is pretty good, but that's usually it.
Al’akir is immensely powerful. He’s not relevant in this meta (except you can cheat him out with oakenheart), but he is one of the better classic legendaries.
Anyone who calls him trash either has shaman ptsd or doesn’t understand non-netdecking construction. If rockbiter wep wasn’t nerfed he would have been more relevant. Even then some fringe corpse taker shaman decks used him for the triple buff.
Also the dust return is so much more valuable if they ever do make a change, which is more likely than HOFing him.
I’d also feel bad opening him again later rather than something new.
Whenever you feel "I need this legendary" or "I need these 4 epics", and need the dust. DUST it and craft it. Meanwhile keep it to avoid further Alakir. It is more useful as a blocker in your collection than as a dust number. But it is more useful as a card you play in your decks, that a blocker in your collection. Act accordingly!
I'm trying to decide how to spend my dust and here are a couple of the factors I'm weighing in my head.
My biggest concern is spending dust on legionaries/decks that are going to be phased out of standard in a couple months. (although not completely opposed to Yoloing it)
If phase outs were not a thing, I would love to build a jade lotus druid deck. A potentially better future investment might be be a pirate or murloc deck? (input opinion here)
I currently have a decent Secret Mage and Cube Warlock that could use a couple finishing touches (Bloodmage Thalnos for example). Or even just other classic legionaries that I might not use now but are good to have on hand like Leeroy Jenkins.
Any other ideas about decks/cards that have potential even when un'goro, gadget, and old gods leave standard are welcome.
I'm trying to decide how to spend my dust and here are a couple of the factors I'm weighing in my head.

Bloodmage Thalnos is a slightly boring, but extremely safe craft, and he has seen play in almost every class, and will serve you well!
Sunkeeper Tarim is another powerhouse legendary which will not lose power with the rotation, and is a staple in EVERY paladin deck in both formats.
Pirates will probably be dead in Standard with the rotation (yes, Patches the Pirate is that good.)
Otherwise, have a look at the OP in this thread, it should be fairly updated!
I play him in a few of my Wild decks, but he is not a must craft tho. If you have extra dust, and enjoy Wild go ahead, but I would not craft anything until the new expan is out in a few months.

Why the extra text on the poll choices. The default for a golden card should be disenchant if you are a low resource player.

Al'Akir the Windlord is thrash. No amount of gold and animations will ever compensate that.

Is Kel'Thuzad a safe craft in wild ? I'm even thinking of getting it golden
