I went over the list and I'd like to make a few suggestions:
Corrupt the Waters is not performing very well ATM, and I'd move it down to Tier 3. Even in Shamanstone, Quest Shaman was noticeably inferior to its questless counterpart in Galakrond Shaman, and in the post-nerf meta the deck has all but disappeared.
Speaking of SoU era decks, Quest Druid has also taken a severe hit in playability. As a result, there are a lot of legendaries that are in Tier 2 which really belong lower (probably around Tier 3). That list would include Untapped Potential, Wardruid Loti, King Phaoris, Cenarius, Flobbidinous Floop, and Chef Nomi.
Archmage Vargoth can go back up to Tier 1. He sees play both in Quest Priest and Galakrond Shaman, two top-tier decks, and his winrate is very good.
Making Mummies is another Quest which is way too high; it belongs around Tier 4. The death of Control Warrior really did this card no favors.
Rogue is the most popular class in the game right now, and there are several rogue legendaries who should move up due to their successes in Highlander Rogue or Deathrattle Rogue. Anka, the Buried, Heistbaron Togwaggle, and Edwin VanCleef should move up to Tier 1. Tess Greymane should move up to Tier 2.
Zentimo and Electra Stormsurge should also move up to Tier 2. Galakrond Shaman is still an excellent deck even after the nerfs, and both of these cards have great synergy with it and sport fantastic winrates.
It feels weird for Reno the Relicologist to be two tiers higher than Luna's Pocket Galaxy, and I would move the Galaxy to Tier 2. Highlander Mage is a respectable archetype and pretty much all of them use it, so...
Similarly, it feels weird for there to be no SoU legendaries in Tier 5, and I think Hack the System and Raid the Sky Temple both qualify. They're both meme cards who do see a little bit of experimental play, but their winrates are just atrocious and have never been good, even with the support that DoD gave both of them.
The Storm Bringer doesn't belong anywhere near Tier 2, I would put it in Tier 4. I can't remember the last time I've seen Aggro Shaman use this card, and its playrate is very low.
Lastly, I would move Hakkar, the Soulflayer up to Tier 3. I remember that Doom-in-the-Tomb era Resurrect Priest used to use the Hakkar/Elysiana combination with great success, and with Quest Priest coming back, it seems like Hakkar can be used this way again.

I have to say keeping this list updated is extremely difficult with a new expansion and 2 rounds of important nerfs within a month! One thing is the direct nerfs, but other legendaries become stronger as well...
How many years and meta’s is it gonna take to stop overrating The Black Knight? Ever since his nerf years ago he’s never been played, yet it’s ‘a safe craft’? Sorry but hell no. Nobody should craft a black knight.

He had good winrates as surprise tech when The Lich King was played in almost every deck but yes, tier 2 is too high for a card seeing so little play. He goes to tier 4.
Once again, the nerfs seem to have had a big impact:
Rogue is the best Galakrond deck. Token druid and resurrect priest are T1. Hunters are back, and with several decks. Several highlander decks are very strong.
I just came back towards the end of SoU. My question is this: Should I craft Zilliax first before Subject 9? I tend to lean towards Paladin, but I see Zilliax as much more versatile. Thoughts?
Ouch, the impacts of new cards and nerfs have been crazy lately, and it will not stop for the next few weeks with more cards coming into the pool a few at a time.
I will hopefully do a cleanup session today to at least try to set the top 2 tiers correctly. I am not sure if the latest additions from the adventure will be that impactful for which legendaries are better to craft.

Yeah, he pretty much has been played only in strong Hadronox meta and so he should be demoted.

Wilfred Fizzlebang goes to Tier 4 as a tech card in evenlock and even renolock.
King Toggwagle's description needs to mention the combo with Murozond the Infinite too, the deck being way more popular than Miracle Mill Druid.
Once again, the nerfs seem to have had a big impact:
Rogue is the best Galakrond deck.
Token druid and resurrect priest are T1.
Hunters are back, and with several decks.
Several highlander decks are very strong.
