This might sound annoying but honestly... why not?
Theoretically if a Discover card said Discover... something... that there was only one or two of in the entire game (like, Mega-Windfury or something), it would only give you those one or two Discover options. True Blizzard probably wouldn't print such a card, but the general purpose of Eternal Servitude is to give you a random effect... but one with choices. That's the intent of the card; pick one of three random minions that have died. The fact that you can technically Discover and only get one is an edge case, not really the main idea. True Big Priest is at least partially designed around using that edge case but that's a CCG for you. =P
The reason it's designed differently than Multi-Shot is simply... that it was designed that way. That's how they wanted it to work. I can understand the lack of symmetry between these cards' designs bothering some people, but really but just because they COULD work the same way (i.E. not work if there aren't enough applicable minions) doesn't mean they SHOULD.
I actually don't like it that I can't Multi-Shot a single minion by the way. Still bothers me to this day.
Nope, if only one minion has died in the game thus far, then you can cast Eternal Servitude, getting only one minion to choose from. Same scenario when only 2 minions have died: you get 2 choices to resurrect.

Why wouldn't it? The card text literally says: "Discover a friendly minion that died this game. Summon it. " It states that the only condition to activate the spell is to have at least one minion on the "graveyard" and then you can play it, whenever 3 or more friendly minions died it only shows 3 minions cause that is the format Blizzard decided the discover mechanic should have but as you can read the card says discover a friendly minion that died and then resummon it, it doesn't have any other condition, which means it can be activated and used as soon as one of your minions died. Again if you read both Dark Bargain and Multi-Shot, both spells have the key part where it says 2 MINIONS, either destroy 2 random enemy minions (Bargain) or deal 2 damage to 2 random enemy minions, that means, and it's perfectly stated, that your opponent needs to have at least 2 minions and then from that board state the game randomly picks 2 to either destroy or deal 2 damage. Blizzard does actually a pretty good job on card text and descriptions most of the times and this 3 examples are a couple of those good examples. Also it's never stated that discover always has to have 3 cards every single time, Blizzard decided this would be the amount of cards of which you can discover and pick but almost every single Discover effect is completely random, things like Primordial Glyph, Stonehill Defender and Cabal Courier for example are all cards that give you the option to pick a card from a randomly generated pool of cards that have something in common but that is the way Blizzard decided it would be, with Eternal Servitude it's only technically random as if only 3 of your minions die then you'll always have the same 3 options in a consistent fashion so you don't have to have at least 3 dead minions for it to activate, the Discover effect is never stated to have necessarily to be 3 cards to work, if you want another example: Shadow Visions will always show you 3 spells from your deck to pick, because that is the "standart" set by Blizzard but if you have only have 1 or 2 spells left on your deck you can still cast it and it will only show you those spells, it's just a matter of reading the actual card effect.
i guess im speaking more about the keyword discover in general than the actual cars itself. why does it still read choose between 3 cards when it's not often the case? it also happens with shadow visions and dk operative and I consider it very wierd.

I think its because in a lot of cases it would be weird if your card just didn't work. There'd be a new thread every few days asking about why their Shadow Visions suddenly didn't give them any cards, even though they definitely had a Dragonfire Potion left at least since they drew it next turn, or why their Eternal Servitude didn't work because they definitely remember a couple of things dying.
It still reads 'Choose one of three cards to add to your hand.' because it's the most common case, and other wordings confuse the issue more. 'Choose one of up to three' is a better reflection of the effect now, but doesn't accurately tell new players when it won't be three. Is it random? Will my Jeweled Scarab sometimes only give one option? (Bad example, wild card, but you get the idea).

Not a single discover card says in its text that you have to choose from this 3 cards, Drakonoid operative reads: " If you are holding a dragon. Discover a card in your opponent's deck.". Shadow Visions reads: " Discover a copy of a spell in your deck.". Eternal Servitude reads: " Discover a friendly minion that died this game. Summon it. ". Stonehill Defender reads: " Discover a taunt minion.". Not in a single card with the Discover mechanic ever reads that you are gonna see 3 cards and pick from there, it just says DISCOVER, the 3 shown cards is just the way Blizzard decided to set the completely random discovers into the game, cards like Drakonoid, Shadow Visions and Eternal are not completely randon, they rely on your opponent's deck, your deck and your "graveyard respectively, it never states you MUST have 3 cards every single time to pick from, this cards will show you 3 cards at most as it is the blizzard max. set number but if either your opponent has just 2 cards on his deck or you only have 2 on yours or only 2 of your minions died it can still be activated and it will only would show 2 cards, it is as simple as reading the cards' text.

Both Kazakus poly potions and Flamestrike are considered to be AoE effects and AoE effects don't require any kind of board state to be activated, you can Dragonfire Potion an empty board, you can Shadow Word: Horror an empty board and you can go for any AoE type effect no matter what the board state is, a card like Dark Bargain clearly states: Destroy 2 random enemy minions, which means that there has to be at least 2 enemy minions for the card to be able to randomly choose from.
