Basically, with the help of the community, and a bit of dicussion, we can decide which is the best card from any class (or neutral) for every mana cost, I'll start with some suggestions:
obv 3 is shattered sun cleric, 5 is vent. co. merc. there is lot of good 6's for exp. fire elemantel there is also lot of good 7's like stormwind champ.
Molten Giantalways costs 20, the cost can be lowered however but if you play him at 0, for quest purposes he will still count as a "5 or higher", since that section is 10 or more cost, I easily pick Molten Giant, I personally think Deathwing is terrible and should never be played with the Battlecry.
I've seen many of your suggestions, and I guarantee most of you have no idea what you're talking about, lol. Sen'jin Shieldmasta rarely if ever screwed my plans, at all, getting hit by a Leeroy Jenkins for 14 on turn 6 yesterday did, plus I can't say how many games I have won because of Leeroy, he doesn't have to protect himself of anything, he is a finisher, but whatever, since most of you don't know how to run him (or I doubt, even have him since you haven't easily realized what a bomb he is), I'll put Taz Dingo, I agree it's a great card, possibly my second pick, but he is light years away from a 4 cost that hits for 6 with Charge.
Also, why can't I edit the OP? Anyway, so far with agreement of the community:
I love Pit Lord, but he isn't the best card ever, I don't see him running in any deck BUT Warlock's (as in, I can't visualize it, part of why he is great is the damage), this is all around great cards. I agree with Fireball possibly being better than Taz Dingo, but definitely not more than Leeroy, they're both 4 cost 6 hitters, only one can be buffed to hell and back, and you can buy back with Sap effects. Water Elemental is not a bad idea, maybe if more people suggest it.
I'm going to let Fire Elemental there until more people suggest Argent Commander over it.
Lord Jaraxxus by himself I feel that is much, MUCH stronger than Ysera. Rarely I've lost a game with Jaraxxus, and I've lost quite a few with Ysera. Jaraxxus's hero power is just, insanely strong.
2MC: Not entirely sure about it, but ill stick to the Fiery War Axe (Warrior)
3MC: The Shattered Sun Cleric certainly one of the strongest 3 drop neutral minions, however there are a lot of class specific 3 drops that might actually be better. As mentioned shamans have a good arsenal of strong 3 drops due to overload, but I feel my vote has to go to the Warsong Commander.
You'd be very hard pressed to beat almost any shaman card since they're all overloaded (hah) with stats for cheaper costs. My favorite is the 7-8 earth elemental for 5 mana.
Personal note: I still think people don't give Leeroy Jenkins the respect he deserves, which is a good thing for me :)
I also find Lord Jaraxxus to be better than Ysera, even tho I absolutely love Ysera and it's a close second, but Lord Jaraxxus ability to win games by itself, I just can't ignore it.

It doesn't hurt to discuss this in a somewhat candid manner. You can't really say a card is "the best for its mana cost" as this will vary significantly based on the rest of the composition of your deck. Although cards CAN have standalone value and there are several that fit in to this category (Sen'jin Shieldmasta being a favorite taunt minion for it's cost), this does not make it a better card in every situation. For that reason I want to remind you guys to take this discussion with a grain of salt, and certainly do not forget the synergy and metagame.
With that being said, we should absolutely consider Elite Tauren Chieftain as THE BEST 5 mana card. You can literally ROCK your opponent for that cost.
With that said, agreed in part with Lakisa. Ysera helps decks in general. There have been many games where I don't play Jaraxxus at all because, lets be honest, giving up an entire turn while setting yourself to a 15 health cap leaves you incredibly prone if the game has been close. It's basically a death sentence vs Mage and Warrior in many cases without a defensive board/hand.
The reason why I still regard Jaraxxus so highly is because he's the ultimate "win more" card. I'd even say he's practically an "I win" card once you have a small opening. He less often creates a safe win, unlike Ysera, and you usually dont need to hesitate playing her. I'm slightly biased towards Ysera as a neutral card, but I'll readily vote a candidate for the "best 9 drop" as one without any innate drawback.
My Warlock deck relies mostly in damaging myself, and trying to devastate the board all the way to turn 9, taking CRAZY trades many times not "favorable" just as long as the board remains mine or neutral, with a total disregard for my health points almost, this is accomplished by life tapping like a maniac (in search for Jaraxxus if I don't have it already), Pit Lord, Flame Imp and ultimately playing Molten Giant, specially if I can put a Defender of Argus between both of them. I have NO PROBLEM skipping turns and take damage unlike ANY other class, since I can easily wipe the board with a big creature and Shadowflame which believe me, I have NO PROBLEM using on a 5/6, 8/8 or what not, and then there's Siphon Soul on turn 6.
Playing like this would naturally be insane specially against Mages, Warriors or OTK Hunters, that's correct, and they feel like it also, if it wasn't for a small detail, they're on a clock...
If I draw Jaraxxus on starting hand, or I reach him before turn 9 (turn 8 with The Coin), it's a festival of board wiping until I play a card that says "Sorry, I win", at which point, I get a pretty decent weapon (or force the opponent to remove it) and a God broken Hero Power, playing 6/6's for 2 is not balanced in any way, specially against Priest I swear you can hear the *gulp* down their throat once Jaraxxus hits the field, and the Warlock has a good amount of Health Regen cards, My warlock deck has 80%+ winning rate EASILY, and 100% once Jaraxxus hits the board.
Now, while I LOVE Ysera, I never felt in a situation where I say "Oh nice, I played Ysera, game is over", like EVER.
Again, might sound gimmicky, to me it doesn't feel at all, Jaraxxus is a game winning card, the ultimate I WIN card, to some decks it might feel as a "I win more" card, but in this deck, it feels like nothing else matters, no trades, no health points, no cards, only Jaraxxus, and a card that wins games BY ITSELF, has to take the 9MC spot for me, but again, I'm alone in this, so we'll keep Ysera, this is a community voting, not a me voting.

Molten Giant never costs 10 mana if you are intelligent. I'd put Deathwing there instead or Pyroblast for 8.
Best 2 drop is the enraged card, forget name.

Like, when have you been able to counter this card without doing a 2 for 1 trade. Priest doesn't count because he is now OP.
Warriors have to use use a 5 mana weapon to one-shot it.
I think IMO that this is THE BEST & MOST ANNOYING 4 mana-cost creature in Hearthstone
3MC is probably Shaman, he has a LOT of very good 3 mana cards, like Feral Spirit or Lightning Storm.
7MC certainly Flamestrike.
6MC I think it's between Fire Elemental, Argent Commander, and maybe Siphon Soul. I may be biased in this one.
Also, I disagree with Leeroy being the best 4 mana drop. In some situations he just cannot protect himself from, well... his own effect.

That's debatable since you can silence Venture Co. in a normal situation, I'd pick him over the (3) overload easily.

1MC: Not disagreeing with the Northshire Cleric, but i'd say that the Mana Wyrm aint that bad either.

5MC: Venture Co. Mercenary is a really good card, but i'm not sure if it's the best. Bloodlust, Blizzard, Silver Hand Knight and Azure Drake are some really strong candidates for the spot.
6MC: Considering the forum thread on Fire Elemental vs Argent Commander, I guess the vote goes for the elemental.
7MC: Not many options here, but i'd say Flamestrike has the edge here.
8MC: Probably Ragnaros the Firelord due to being so good all around. Could see Pyroblast and Tirion Fordring here also
9MC: Never really seen anyone use Lord Jaraxxus well, so my vote goes to Ysera
